Kidnapped Inside Police Station, Shanghai Police Refuse to Access Surveillance视频

Shanghai, June 17, 2025 – 68-year-old petitioner Chen Meihua from Shanghai was kidnapped and detained in a black prison on Chongming Island last year, where she was beaten and abused by black security guards. To address this, on May 21 of this year, she went to the Chengqiao Police Station in Chongming District to report the incident. However, she was kidnapped again by four men within the police station compound and detained in the black prison until May 30 when she was finally released.

Recently, Chen Meihua requested the Shier Police Station in Jing’an District to investigate and obtain the surveillance video of her kidnapping on May 21 at Chengqiao Police Station. However, the Shier Police Station issued a report stating that Chen Meihua was not kidnapped based on their record.

On May 21, when Chen Meihua reported the case at Chengqiao Police Station in Chongming District, a police officer from the Shier Police Station in Jing’an District and two staff members from Shier Street were present. Despite Chen Meihua’s vigorous struggles and cries for help when she was forcibly taken into a vehicle by four men, the Chengqiao police did not intervene to stop the abduction.

Chen Meihua told a reporter, “The people who kidnapped me inside the police station did so illegally. The report issued by the Shier Police Station claiming it wasn’t a kidnapping does not match the facts. The police cannot provide a valid reason to exclude kidnapping; this is unlawful.”

“They detained me in Chongming, but I don’t know the exact location. They hit my head, rummaged through my bag, searched my body, forcibly turned off my phone, and took away all my belongings. I couldn’t contact the outside world for the next 10 days.”

It wasn’t until May 30 that the black security guards used a car to drop Chen Meihua near her home on Cixi Road in Jing’an District before fleeing. “They threatened me on the way, saying they would continue to detain and even harm me. The surveillance cameras captured two individuals and a vehicle assigned by Shier Street.”

After the abductors fled, Chen Meihua immediately called 110 for help. A police officer and an auxiliary officer arrived, and she recounted the kidnapping process at the Shier Police Station, requesting an investigation and the retrieval of surveillance videos from Chengqiao Police Station on May 21 and Cixi Road on May 30 to catch those responsible for her abduction. However, the Shier Police Station provided a report denying the kidnapping incident.

On August 29, 2024, Chen Meihua was kidnapped at Century Huayuan on Huta Road and illegally detained at No. 573 Yinchang Nongjiale in Qianwei Village, Chongming. Her phone was confiscated, leaving her unable to contact her family.

On the evening of September 6, 2024, Chen Meihua was left on the roadside of Cixi Road in Shanghai and was later brought to Ruijin Hospital for emergency treatment by ambulance after being found in critical condition. Despite her family calling 110 and reporting to the Shier Police Station, no action was taken, and no reports were provided.

Frustrated by these events, she returned to Chongming District to report the incident, only to be kidnapped and detained in a black prison in Chongming once again.

Chen Meihua expressed her helplessness, saying, “Following the kidnapping and persecution in 2024, I was kidnapped for the second time in Chongming on May 21, 2025. Even with the plethora of evidence and clues I provided to the police, they still refused to file a case and could not provide a reasonable explanation for dismissing the kidnapping. The Chengqiao Police Station witnessed the entire kidnapping process but failed to intervene, demonstrating negligence. The police refusing to retrieve and preserve surveillance footage for me may lead to evidence loss.”

She added, “Filing complaints for justice is a right granted by the government, but with government agencies’ inaction, what guarantees do petitioners have for their safety and lives?”
