The Case Involving Chinese Customs Continues to Escalate with Two Senior Officials Investigated in Five Days.

On April 16 and 20, 2026, Wang Sheng, the former Director of the Enterprise Management and Inspection Department of the General Administration of Customs of the Chinese Communist Party (CCP), and Peng Weipeng, the former Deputy Director of the Gongbei Customs, were investigated one after another. Wang Sheng and Peng Weipeng had worked together at the Shantou Customs. In recent years, the CCP customs system has been undergoing continuous cleaning, with three successive directors of the Shantou Customs and three successive directors of the Gongbei Customs being investigated.

On April 20, 2026, the website of the CCP Central Commission for Discipline Inspection and National Supervision Commission announced that Peng Weipeng, a former senior inspector at Gongbei Customs, is suspected of serious violations of discipline and law, and is currently under review by the Commission’s Inspection and Supervision Team stationed at the General Administration of Customs and the Supervision and Investigation Committee of Dongcheng District, Beijing.

Public records show that Peng Weipeng, born in July 1963 in Jiexi, Guangdong, is a top expert in customs inspection. He has held various positions at the Shantou Customs, including Deputy Director of the Investigation Bureau and Trade Investigation Bureau, Deputy Director and Director of the Inspection Department, Deputy Inspector and Director of the Inspection Department, and Deputy Inspector. Prior to his investigation, Peng Weipeng served as the Deputy Director and member of the Party Committee at Nanjing Customs before returning to Guangdong to become the Deputy Director and member of the Party Committee at Gongbei Customs and eventually a senior inspector.

According to information from the Gongbei Customs website, Gongbei Customs was established on April 2, 1887, originally known as Gongbei Customs and later renamed in January 1950. In June 1984, Gongbei Customs became a bureau-level customs office. The Customs area covers the two prefecture-level cities of Zhuhai and Zhongshan, adjacent to Hong Kong and Macau, making it the only Customs office directly connected to both special administrative regions by land bridge in the country.

In the last five years, three directors of Gongbei Customs have been investigated and dismissed one after another.

On June 21, 2021, Li Lanxue, former Party Secretary and Director of Haikou Customs, was investigated. From March 2014 to September 2014, he served as the Party Secretary and Director of Gongbei Customs, and from September 2014 to November 2014, he held a position as a bureau-level official at Gongbei Customs. On January 29, 2022, Li Lanxue was expelled from the CCP for soliciting benefits from subordinates in customs clearance and interfering in handling disciplinary cases.

On October 30, 2023, Zhou Bin, former Party Secretary and Director of Gongbei Customs, was investigated. In July 2017, he was appointed as the Director and Party Secretary of Gongbei Customs. In June 2024, Zhou Bin was expelled from the Party for seeking benefits for others in terms of job promotion, handling cases, and customs supervision, as well as illegally accepting bribes.

On March 24, 2025, Zhao Min, former Party Secretary and Director of Gongbei Customs, was expelled from the Party. It was the first official disclosure that Zhao Min had been investigated. In November 2014, Zhao Min was appointed as the Party Secretary and Director of Gongbei Customs.

Additionally, on July 22, 2021, Xiong Zhenguo, Party Committee member and Deputy Director of Gongbei Customs, was investigated. On February 8, 2022, Xiong Zhenguo was expelled from the Party and removed from public office for irregularly intervening in customs law enforcement activities.

Four days before Peng Weipeng was investigated, his former supervisor, Wang Sheng, the former Director of the Enterprise Management and Inspection Department of the General Administration of Customs, was also investigated.

On April 16, 2026, the website of the Central Commission for Discipline Inspection and National Supervision Commission announced that Wang Sheng was suspected of serious violations of discipline and law, and is currently under investigation by the Inspection and Supervision Team of the Commission stationed at the General Administration of Customs and the Supervision and Investigation Committee of Dongcheng District, Beijing.

According to public records, Wang Sheng was born in March 1963 in Hulunbuir, Inner Mongolia. He previously served as the Director of the Manzhouli Customs Liaison Office in Shibaliri, Director of the Manzhouli Customs Investigation Bureau, Deputy Director of the Party Committee and Deputy Director of the Manzhouli Customs, Deputy Director of the Inspection Department of the General Administration of Customs, Deputy Director and Director of the Inspection and Audit Department of the General Administration of Customs, and from December 2016 to 2021, as the Party Secretary and Director of Shantou Customs.

Before Peng Weipeng was appointed as the Deputy Director of Nanjing Customs in 2019, he had worked at the Shantou Customs for a long time. During Wang Sheng’s tenure as the Director of Shantou Customs, Peng Weipeng held positions such as Deputy Inspector and Director of the Inspection Department, serving as Wang Sheng’s subordinate for over two years.

In 1984, Shantou Customs was promoted to a bureau-level customs office, with jurisdiction over Shantou, Chaozhou, Jieyang, Meizhou, Shanwei, and the nation’s first special cooperation zone – the Shenzhen Special Cooperation Zone.

Both the predecessor Li Xiaomin and the successor Liu Dali, directors of Shantou Customs, have also been investigated and dismissed.

In September 2020, Li Xiaomin, former Party Secretary and Director of Shantou Customs, was investigated. Born in February 1960 in Yantai, Shandong, Li Xiaomin had served at various customs offices including Nanjing, Kowloon, Shenzhen, Xiamen, and Yinchuan, holding positions such as Deputy Director of Shenzhen Customs, Deputy Director of Xiamen Customs, Director of Yinchuan Customs, and Director of Shantou Customs.

On March 19, 2025, Liu Dali, Party Secretary and Director of Dalian Customs, was investigated and dismissed from his position. Liu Dali, born in September 1969, had served as Director of Guangzhou Customs Political Department, Party Committee Member, Director of the National Customs Education and Training Center, Director and Party Secretary of Lhasa Customs, and was appointed as the Director and Party Secretary of Shantou Customs in June 2021, serving for two years and eight months before being transferred to Dalian Customs.

Recent years have seen a continuous crackdown within the CCP customs system, with senior officials of the General Administration of Customs being involved in successive scandals.

From mid-April to mid-July 2024, the Fifth Central Inspection Team was stationed to inspect the General Administration of Customs.

On September 24, 2024, Sun Yuning, Party Committee member and Deputy Director of the General Administration of Customs, fell from grace while holding office. Sun Yuning had served in various customs offices, including Changchun, Manzhouli, Zhengzhou, and Dalian Customs, before becoming the Deputy Director of the General Administration of Customs in 2020.

Two months later, on the evening of December 11, 2024, the official website of the General Administration of Customs issued a notice announcing the death of the Party Secretary and Director of the General Administration of Customs, Yu Jianhua, on December 10, 2024, due to sudden illness at the age of 63. However, there were reports suggesting that Yu Jianhua had committed suicide in his office, possibly related to the case of Sun Yuning.

Since the inspection team’s arrival, in addition to Sun Yuning’s downfall and the unusual death of Yu Jianhua, several more senior Customs officials were investigated between June and October 2024, including Li Jianwei, Party Secretary and Director of Hohhot Customs, Liu Xiaowei, former Party Committee member and Deputy Director of Guangzhou Customs, and Sun Chenming, Party Committee member and Deputy Director of Zhengzhou Customs.

Among the senior CCP customs officials investigated in 2025, besides Liu Dali, Zhao Min, former Party Secretary and Director of Gongbei Customs, those included Song Liqiang, former Director of the Finance Department of the General Administration of Customs and former Executive Deputy Director of the National Port Management Office, Chen Mengyu, Deputy Director of Ningbo Customs, and Xie Jianfeng, former Deputy Director of Fuzhou Customs.
