In the past six months, a series of investigations have been conducted on four high-ranking executives of China National Chemical Corporation (ChemChina), a super large state-owned oil company of the Chinese Communist Party. The former chairman and general manager of China Chemical Equipment Corporation under ChemChina, Cai Ting, along with the former deputy general manager Li Dongping and two others have been successively investigated.
According to a report released on September 3, 2026, by the Central Commission for Discipline Inspection of the Chinese Communist Party and the National Supervisory Commission, Cai Ting, the former party secretary, chairman, and general manager of China Chemical Equipment Corporation under ChemChina Holdings Limited, is suspected of serious violations of discipline and law and is under investigation.
Public records show that Cai Ting, born in 1961, graduated from the Department of Chemistry at Zhejiang University in 1977. He had worked for over ten years at the Shenyang Chemical Research Institute of the Ministry of Chemical Industry of the Communist Party of China. In 1997, he joined China National Chemical Corporation, serving as the director of the Planning and Development Department of the company, general manager of China Chemical Equipment Corporation, chairman and party secretary of Yiyang Rubber and Plastic Machinery Group (a subsidiary of China Chemical Equipment Corporation), and party secretary, chairman, and general manager of China Chemical Equipment Corporation.
Official reports indicate that in the past six months, several high-ranking executives of China Chemical Equipment Corporation and its subsidiary Yiyang Rubber Machinery, including Li Dongping, have been investigated.
On March 19, 2026, Li Dongping, the former deputy general manager of China Chemical Equipment Corporation, was investigated. On July 30, 2026, he was expelled from the Chinese Communist Party and prosecuted by the procuratorate.
Li Dongping previously held positions such as the party secretary and factory director of Haohua Southern Guilin Rubber Machinery Plant of China National Chemical Corporation, chairman, general manager, and party secretary of Yiyang Rubber Plastic Machinery Group Co., Ltd., director of the Rubber Machinery Professional Committee of the China Chemical Equipment Association, honorary director of the Rubber Machinery Professional Committee, and deputy general manager of China Chemical Equipment Corporation.
Additionally, on June 1, 2026, Yao Hongjian, the former party secretary, chairman, and general manager of Yiyang Rubber Machinery, and Yu Zhaohui, the vice general manager of Yiyang Rubber Machinery and general manager of Yiyang Yishen Rubber Machinery Co., Ltd., were also investigated on the same day.
According to the official website, China Chemical Equipment Corporation is a wholly-owned subsidiary of China ChemChina Holdings Limited, engaging in sectors such as plastic machinery, chemical equipment, rubber machinery, and new energy equipment.
In recent years, several executives of China National Chemical Corporation, the parent company of China Chemical Equipment Corporation, have also been investigated, including the former deputy general manager Feng Zhibin (July 4, 2025), the former deputy general manager Du Guosheng (October 9, 2023), and Zhang Yifei, the former senior vice president of China Chemical Asset Management Co., Ltd. (July 25, 2025).
China National Chemical Corporation, also known as ChemChina, is one of the four major oil companies in the Chinese Communist Party, mainly engaged in petroleum, fertilizer, chemical product trading, distribution, logistics, crude oil, fuel oil, natural rubber futures trading, overseas oil and gas resource exploration and development, petroleum refining, chemical mining and selection, fertilizer, and chemical production.
Formerly known as China National Chemicals Import and Export Corporation, ChemChina was established in March 1950 and was once China’s largest foreign trade enterprise. On May 8, 2021, ChemChina and China National Chemical Corp reorganized into ChemChina Holdings Limited Liability Company.
In August 2020, the US Department of Defense identified ChemChina as one of the companies supporting the Chinese Communist Party’s military agenda.
