Another Deputy Mayor Investigated as Nanyang, Henan Officialdom Remains Turbulent

On April 15th, vice mayor Ayin of Nanyang, Henan Province, announced that she is under investigation. This comes after vice mayor Yang Shuguang was investigated on March 20th. Following the downfall of Zhu Shixi, who was the secretary of the municipal party committee back in May 2024, the officialdom in Nanyang city has been in a state of continuous turbulence. Currently, at least 7 bureau-level officials have been implicated.

According to the report released by the Henan Provincial Commission for Discipline Inspection and Supervision on April 15th, vice mayor Ayin of Nanyang is suspected of serious violations of the law and is currently undergoing investigation by the Henan provincial supervision commission. The official website of the Nanyang municipal government shows that she ranked second among the seven vice mayors before her downfall.

Ayin has long been in charge of education. On January 19, 2024, a major fire broke out at the Yanshanpu Village Talent School in Dushuizhen, Fangcheng County, Henan Province, resulting in 13 deaths and 4 injuries. On December 17, 2025, the official accident investigation report was released, giving Ayin a disciplinary warning for failing to perform her duties properly and inadequate supervision.

Public records show that Ayin was born in June 1967. In 2003, she served as the deputy chairperson and vice mayor of Dengzhou Municipal People’s Political Consultative Conference. In September 2018, she was appointed as the vice mayor of the Nanyang municipal government, concurrently serving as the vice chairperson of the Agricultural Labor Party of the Henan Provincial Committee and the secretary of the Nanyang Municipal Committee until her current investigation.

It is worth noting that on May 14, 2024, the secretary of the Nanyang Municipal Party Committee, Zhu Shixi, was investigated during his tenure. Since then, the officialdom in Nanyang has remained turbulent.

According to statistics from “Xin Huanghe”, including Zhu Shixi, Nanyang has seen the investigation of at least 7 bureau-level cadres, including Chang Qilin, deputy director of the Standing Committee of the Municipal People’s Congress, Gao Xianxin, deputy secretary and deputy director of the Party Committee of the Standing Committee of the Municipal People’s Congress, Jin Hao, deputy secretary of the Municipal Party Committee and secretary of the Political and Legal Affairs Commission, Yu Guangdong, deputy director of the Municipal People’s Congress (who actively surrendered), as well as the aforementioned Yang Shuguang and Ayin.
