Nine months after his fall from grace, Han Zhanwu, former Deputy Director of the China National Tobacco Monopoly Administration, has been formally charged with bribery. According to official reports, the amount of bribes he received was particularly significant.
On July 14, the Supreme People’s Procuratorate of the CCP announced that the investigation into the bribery case involving Han Zhanwu, former member of the Party Committee and Deputy Director of the National Tobacco Monopoly Administration, has concluded and has been referred to the judicial authorities for prosecution. Following the jurisdiction designated by the Supreme People’s Procuratorate, the Jiangxi Provincial Procuratorate has made an arrest decision on suspicion of bribery against Han Zhanwu. Recently, the Jiujiang City Intermediate People’s Court in Jiangxi Province has filed charges against him.
The prosecution alleges that Han Zhanwu, taking advantage of his positions as Director of the China Mechanical and Electrical Equipment Tendering Center, Director of the Personnel and Education Department of the Ministry of Industry and Information Technology, and Deputy Director of the National Tobacco Monopoly Administration, used his power and status to seek benefits for others, illegally accepting their properties, with an especially large amount involved, thereby shouldering criminal responsibility for bribery.
In October 2025, Han Zhanwu was investigated while in office and was subjected to disciplinary measures in April this year, leading to judicial procedures.
Public records show that Han Zhanwu, born in October 1966, has served as Director and Party Secretary of the China Mechanical and Electrical Equipment Tendering Center, Director of the Personnel and Education Department of the Ministry of Industry and Information Technology, and Director of the General Office of the Ministry of Industry and Information Technology.
In April 2020, Han Zhanwu was appointed as Deputy Director and member of the Party Committee of the China National Tobacco Monopoly Administration, overseeing the Department of Economic Operations, the Financial Department, the Audit Department, the Technology Department, the Office of Regulatory Management, the Office of the Board of Directors, and the Board of Directors of Nantong, Kunming, and Zhuhai Acetic Acid Fiber Co., Ltd.
It is worth noting that since the 19th National Congress of the CCP, seven officials at the level of Deputy Director and above of the National Tobacco Monopoly Administration have been investigated, with six of them sentenced.
