US Senator Letter to Justice Department Urges Investigation of CCP-Related Surrogacy Centers

In Los Angeles, a pro-China leader has opened a surrogacy center, where at least 21 children are being raised; Chinese billionaires are using the loose surrogacy routes in the United States to give birth to hundreds of offspring. With surrogacy incidents being continuously exposed, U.S. Senators are urging the Department of Justice to immediately intervene and investigate to prevent the infiltration of new surrogacy systems related to China into the United States.

On Thursday, February 26th, Arkansas Republican Senator Tom Cotton and Florida Republican Senator Rick Scott sent a letter to Attorney General Pam Bondi, urging her to investigate surrogacy centers operated by foreign citizens, especially Chinese nationals, in the United States.

According to the Senators’ letter, “Recent reports have revealed that there are over 107 Chinese-owned surrogacy centers in Southern California alone. These institutions primarily serve wealthy Chinese individuals, some of whom are directly associated with Chinese state-owned enterprises.” The children born in the U.S. automatically obtain American citizenship and most of them are swiftly sent back to China to be raised under the direct influence of the Communist Party.

Cotton publicly stated on social media that Communist Chinese citizens should not exploit U.S. surrogacy and birthright citizenship laws to obtain American passports.

Furthermore, the letter states, “For example, a Chinese billionaire has used surrogacy to have over 100 children born in the U.S., with the clear aim of cultivating male heirs holding American passports. These children will eventually have the qualifications to vote in U.S. elections, hold sensitive positions, or possess other rights to advance Beijing’s interests while remaining loyal to the Chinese Communist Party.”

Investigative reporter and bestselling author Peter Schweizer recently warned during an interview that throughout history, “Immigrants have often been used as weapons – weapons of subversion, overwhelming the enemy, dividing the enemy, creating chaos.”

For years, Los Angeles has been a focal point for topics such as Chinese birth tourism and giving birth in the U.S., with the previous booming industry of postpartum care centers now being followed by surrogacy centers. A suspicious “surrogacy child abuse case” that shocked the entire United States in 2025 has led to increased attention on surrogacy issues.

In May last year, in the affluent Chinese city of Arcadia in Southern California, a mansion worth about $4 million was found to be raising 21 children, most of whom were born to different surrogate mothers but were all under the legal guardianship of a Chinese “couple.”

The man was identified as a prominent pro-China leader in the local Chinese community and president of the “U.S. Xinjiang Chamber of Commerce,” Xuan Guojun, while the woman was identified as Zhang Siwei (Silvia Zhang), 27 years younger than Xuan Guojun. Initially arrested on charges related to endangering child safety, each was released on $500,000 bail.

The police informed a reporter at the time that “The father (Xuan Guojun) told us they just wanted a big family, wanted to have lots and lots of children.” However, as the investigation deepened, it was discovered that many children had suffered physical and psychological abuse, “We also noticed at that time that most of the children had the same short hairstyle; regardless of being boys or girls, they were very similar in appearance.”

Preliminary investigations by the police determined that these children originated from surrogacy institutions operated by Xuan Guojun and Zhang Siwei.

According to previously retained information, the pair recruited surrogate mothers nationwide through a company named “Mark Surrogacy,” with each surrogate mother receiving a basic compensation of at least $50,000 per child (paid in 10 installments), along with medical insurance, legal fees, travel expenses, and other rewards. Based on the above prices, the couple spent at least a million dollars to acquire these surrogacy children. The institution has since closed down.

The Wall Street Journal previously reported that numerous Chinese billionaires have given birth to a large number of babies via surrogacy in the U.S.

The report specifically mentioned Chinese gaming company TouTiao Network’s founder and chairman Xu Bo using surrogacy to have children in the U.S. According to a post by Xu Bo’s former girlfriend on Weibo, Xu Bo has 300 children, not just a few. His company later denied the rumors circulating on social media, stating that Xu Bo had only given birth to over 100 children through surrogacy in the U.S.

The report also mentioned another wealthy individual who purchased eggs from American models and musicians at a high price, giving birth to 10 biracial daughters through surrogacy, with the goal of nurturing them to potentially marry dignitaries or world leaders.

Senator Cotton’s letter requested a comprehensive investigation into surrogacy centers across the U.S. and the provides specific questions that they would like to receive a written response to by March 13th.
