Former Deputy Director of Guangdong People’s Congress Chen Jixing Sentenced to Death with Reprieve for Taking Bribes Exceeding 279 Million Yuan

After a two and a half month trial, Chen Jixing, former Vice Chairman of the Standing Committee of the Guangdong Provincial People’s Congress of the Chinese Communist Party, has been sentenced to death with a two-year reprieve.

On November 12th, the Intermediate People’s Court of Guilin City in Guangxi publicly announced the verdict of the bribery and influence peddling case involving Chen Jixing, former member of the Communist Party Committee and Vice Chairman of the Standing Committee of the Guangdong Provincial People’s Congress.

Chen Jixing was sentenced to death with a two-year reprieve for the crime of bribery and had all his personal property confiscated. He was also sentenced to two years in prison and fined 200,000 RMB for the crime of using influence for bribery. The decision to implement the death penalty with a two-year reprieve and confiscate all his personal property was also made.

The court stated that from 2002 to 2017, Chen Jixing took advantage of his positions as Secretary of the Jiangmen City Committee of Guangdong Province and Vice Chairman of the Standing Committee of the Guangdong Provincial People’s Congress to provide assistance to relevant units and individuals in real estate development projects, dispute resolution, land transfers, and other matters. From 2003 to 2020, Chen Jixing illegally accepted money and gifts totaling over 278 million RMB directly or through intermediaries.

From 2019 to 2022, after retiring, Chen Jixing leveraged his previous positions as Director of the Guangdong Provincial Finance Department, Secretary of the Jiangmen City Committee, and Vice Chairman of the Standing Committee of the Guangdong Provincial People’s Congress to seek improper benefits for relevant units in loan approval, project advancement, subsidy application, land transfers, and other matters through the actions of other government officials. From 2018 to 2022, he illegally received money and gifts totaling over 1.15 million RMB directly or through intermediaries.

Seventy-year-old Chen Jixing, who has been retired for five years, was placed under investigation in July 2023, expelled from the Party on January 6th this year, indicted on May 30th, and tried in the court on August 29th.

According to his public resume, Chen Jixing served in the Guangdong Provincial Finance Department for 25 years and was promoted to Vice Director in December 1992 before becoming the Director in March 1998.

In October 2002, Chen Jixing was transferred to the position of Secretary of the Jiangmen City Committee in Guangdong, and Secretary of the Party Committee of the Jiangmen Municipal People’s Congress. In November 2011, he became a member of the Party Committee of the Guangdong Provincial People’s Congress, and in January 2012, he was appointed as Vice Chairman of the Standing Committee of the Guangdong Provincial People’s Congress until he stepped down in January 2018.
