In a recent development, the federal prosecutor in the southern district of New York unsealed an indictment yesterday (27th) accusing two Chinese citizens who were arrested in February of involvement in the construction of a methamphetamine production line. The individuals named are 41-year-old Wenfeng Cui (WENFENG CUI, phonetically translated, also known as Vincent) and 26-year-old Fan Pang (FAN PANG, phonetically translated, also known as Jerry), who are suspected of planning and participating in a highly organized, technology-driven methamphetamine production factory and smuggling network.

According to the indictment, the two are facing three serious charges: conspiracy to distribute methamphetamine, conspiracy to import precursor chemicals used in drug manufacturing, and actual importation of methamphetamine. The crux of the case lies in their collaboration with chemists and engineers over the course of about a year to design, develop, and build an “industrial-grade” methamphetamine production system, aiming to scale up drug manufacturing and automate the process.

The prosecution pointed out that the system was designed as a highly automated production line capable of producing up to approximately 400 kilograms (about 882 pounds) of methamphetamine per day. The defendants not only developed the equipment but also provided a complete range of technical support from assembly to actual operation, even pledging to provide ongoing maintenance and parts supply for overseas clients. Prosecutors described that if drugs of this scale were to enter the market, it would pose an extremely serious threat to public safety.

The breakthrough in the case came from an undercover operation led by the Drug Enforcement Administration (DEA) of the United States. Over an eight-month period, an informant posing as a drug dealer maintained frequent contact with the two defendants, discussing equipment customization, chemical supply, and technical details. Recordings showed that Wenfeng Cui had the capability to rapidly produce and iterate equipment, completing customized drug manufacturing equipment within months and introducing improved versions within 30 days. He also offered a complete training system from assembly to operation and claimed to provide ongoing parts supply and on-site technical support for a drug dealer based in Guatemala.

During a meeting on June 5, 2025, Wenfeng Cui claimed to have a large number of repeat customers and could provide hundreds of kilograms of precursor chemicals for methamphetamine synthesis. Then, on June 17, 2025, he further revealed that the prototype equipment was operational, and Fan Pang stated that the complete equipment would be ready by July, producing up to 800 kilograms of methamphetamine per production cycle.

During the meeting, they also proposed to sell approximately 40 kilograms of pseudoephedrine hydrochloride (a controlled chemical) for $4,000, promising to ship it from China to New York. The next day, Wenfeng Cui sent screenshots of the chemical composition of substances his technology could produce, including the CAS number for methamphetamine. By August 2025, the defendants had begun arranging for the shipment of precursor chemicals to New York.

The investigation revealed that the team not only sold equipment but also established a standardized technical system. They created and distributed detailed blueprints, equipment lists, and operation manuals covering how to assemble various devices into a complete laboratory and specific drug production processes.

The documents listed dozens of key components, including stainless steel reactors, condensers, storage tanks, explosion-proof pumps, refrigeration and hydrogenation systems, gas cylinders, centrifuges, and compressors, among others. In addition, there was a nearly 5,000-word operating manual detailing temperature control, chemical reaction steps, and laboratory conditions, indicating that the system had reached a high level of industrial standard.

In December 2025, after the complete equipment was manufactured, the defendants instructed it to be shipped to a port in Europe. Shipping records showed that this batch of equipment weighed a total of 21,000 kilograms and occupied nearly 200 cubic meters, being packed into multiple containers and exported from Shanghai Port. Wenfeng Cui had also sent photos of the loading scene to others, claiming that this “fully automated equipment” represented the “future of the global chemical industry.”

In February 2026, European law enforcement successfully intercepted this batch of equipment at a port. Meanwhile, the two defendants were arrested on February 2 in New York City.

Conspiracy to distribute methamphetamine carries a maximum penalty of life imprisonment, while charges related to the importation of precursor chemicals and associated conspiracy offenses carry a maximum sentence of 20 years each.
