On August 31, 2026, Liu Jianyang, a member of the standing committee of the Jiangsu Provincial Committee of the Chinese Communist Party (CCP) and the Minister of Organization, was placed under investigation while still in office. Liu Jianyang had previously been promoted by Chen Xi, a former member of the Political Bureau and Minister of the Organization Department, and served as the leader in Putian, Chen Xi’s hometown.
Liu Jianyang had a long tenure in Nanchang, Jiangxi Province, where his former leader Guo An and colleague Yin Meigen had also been investigated. Liu Jianyang had worked alongside Zhang Zhong, the newly appointed Deputy Secretary of the Central Commission for Discipline Inspection, and former Secretary of the Jiangsu Provincial Commission for Discipline Inspection, for three years in the Jiangsu government.
On the evening of August 31, 2026, the CCP Central Commission for Discipline Inspection website announced that Liu Jianyang was suspected of serious violations of discipline and law and was under investigation.
According to the public resume, Liu Jianyang, born in April 1966 in Lianhua County, Pingxiang City, Jiangxi Province, graduated from Jiangxi Transportation School with a major in highways and bridges. He had held various positions such as member of the Standing Committee and Deputy Mayor of Nanchang City, Deputy Secretary of the Party Working Committee and Director of the Management Committee of Ganjiang New Area, Deputy Secretary of the Nanchang Municipal Committee, Mayor of Nanchang City, Secretary of the Putian Municipal Committee in Fujian Province, and Secretary of the Quanzhou Municipal Committee, Secretary of the Political and Legal Committee and Minister of Organization of the Jiangsu Provincial Committee.
Liu Jianyang worked in Nanchang City for 34 years from July 1985 to December 2019, holding positions such as Director of the City and Rural Planning Bureau, Deputy Secretary-General of the Nanchang Municipal Government, Director of the City Construction Committee, Assistant Mayor, and Secretary of the Party Committee of the Urban Management Bureau.
From December 2006 to October 2016, Liu Jianyang served as Deputy Mayor of Nanchang City and also served as the deputy to three successive Mayors of Nanchang: Hu Xian (November 2006 to March 2010), Chen Junqing (September 2010 to August 2013), and Guo An (August 2013 to April 2018).
Guo An and Hu Xian are from Jiangxi, while Chen Junqing is from Nan’an, Quanzhou City, Fujian Province. Guo An was placed under investigation in September 2022 and expelled from the Party in February 2023; he was prosecuted in March 2023 but has not yet been publicly sentenced.
Liu Jianyang served as Mayor of Nanchang City from March 2018 to December 2019, working alongside Yin Meigen, who was then the Deputy Secretary of the Jiangxi Provincial Committee and Nanchang Municipal Committee Secretary from November 2016 to March 2020.
Yin Meigen later rose to become the Deputy Governor of Jiangxi Province and was placed under investigation in March 2023 while serving as Deputy Director and Party Secretary of the Jiangxi Provincial People’s Congress Standing Committee; he was accused of embezzling 207 million yuan, sentenced to death with a two-year reprieve in April 2025.
In December 2019, Liu Jianyang was transferred to become the Secretary of the Putian Municipal Committee in Fujian Province. Chen Xi, a member of the Political Bureau of the CCP Central Committee and Minister of the Organization Department, was in office at that time, and Putian is Chen Xi’s hometown.
In November 2021, Liu Jianyang was promoted to member of the Standing Committee of the Fujian Provincial Committee of the CCP, rising to the deputy ministerial level; in December 2021, he was transferred to become the Secretary of the Quanzhou Municipal Committee, working with Cai Zhansheng, the Mayor of Quanzhou City (since July 2021) for a year. Cai Zhansheng is from Weinan, Shaanxi Province, the same hometown as Xi Jinping, the CCP leader.
Liu Jianyang’s successor as Secretary of the Quanzhou Municipal Committee, Zhang Yigong, was investigated while still in office on August 7, 2026.
