Former Chief Engineer of China’s second largest steel company Ansteel Group, Lin Daqing, is under investigation.

Ansteel Group’s former chief engineer Lin Daqing was investigated on April 23, 2026. Ansteel Group is the second-largest state-owned steel company in China. Since 2025, several high-level executives at Ansteel Group have been taken down one after another.

On April 23, 2026, according to the website of the Central Commission for Discipline Inspection of the Communist Party of China and the National Supervisory Commission, as reported by the Ansteel Discipline Inspection and Supervision Team and the Liaoning Provincial Commission for Discipline Inspection and Supervision, Lin Daqing, the former chief engineer of Ansteel Group, is suspected of serious violations of discipline and law and is under investigation.

Public information shows that Lin Daqing was born in 1965 and holds a bachelor’s degree in steel rolling from Anshan Iron and Steel Institute and a master’s degree in metallurgical materials engineering from Northeastern University. He is a senior engineer of professorial rank. Lin started working at Ansteel in 1988, progressing from a grassroots technician to the group’s chief engineer. He has held various positions within the company, including assistant factory director at Ansteel Cold Rolling Plant, deputy factory director at the Company Wire Mill, factory director, assistant general manager, deputy general manager, deputy general manager of Angang Xin Steel Company, assistant general manager of Angang Iron and Steel, member of the Party Committee of Angang Iron and Steel, deputy general manager, secretary of the Discipline Inspection Commission, deputy secretary of the company’s Party Committee, chairman of the labor union, as well as deputy secretary and chairman of the labor union of Angang Iron and Steel.

During his tenure as Ansteel Group’s chief engineer, Lin Daqing was previously penalized by the China Securities Regulatory Commission for disclosing insider information. In March 2021, while planning the restructuring of Linggang Group and changing the controlling shareholder of Linggang’s shares, Lin Daqing, as a key insider at the time and the chief engineer of Ansteel Group, violated regulations by disclosing this undisclosed information to his spouse in an attempt to seek improper benefits. In December 2023, the Shanxi Regulatory Bureau of the China Securities Regulatory Commission fined him 500,000 RMB.

According to public reports, since 2025, several senior executives at Ansteel Group have been successively taken down, spanning various key areas including capital operations, international trade, and mining.

On January 9, 2025, Xiong Hongqi, a dedicated director and supervisor at the Board Office of Ansteel Group, was taken down.

On September 17, 2025, Shi Wei, former deputy general manager of Ansteel Mining, was investigated.

On December 3, 2025, Zhang Sanjian, former Party Committee Secretary and Chairman of Ansteel International Economic and Trade Co., Ltd. (Ansteel International Trade), who also previously served as the general manager of the Fuel Purchasing Center, was investigated.

On March 2, 2026, Jia Wenjun, general manager of the Capital Operation Department of Ansteel Group, Chairman of Ansteel Group Capital Holding Co., Ltd., secretary of the Party Committee, was taken down.

Ansteel Group is a large state-owned enterprise directly managed by the Central Government of the Communist Party of China. It is the first large steel joint enterprise restored after the establishment of the People’s Republic of China and the earliest built steel production base. In 2021, Ansteel reorganized Bensteel, and in 2024, Ansteel reorganized Linggang. With eleven major production bases across Northeast China, Southwest China, Southeast China, and South China, Ansteel has a crude steel production capacity of 70 million tons, ranking second in the country, behind only China Baowu Steel Group.

Ansteel Group’s core listed company, Ansteel Corporation, disclosed its 2025 annual report on March 31, 2026. In 2025, Ansteel Corporation achieved total operating income of 96.052 billion RMB, a decrease of 8.61% year-on-year; the net loss attributable to the parent company was 4.068 billion RMB, compared to a loss of 7.122 billion RMB in the same period last year; the non-recurring net loss was 4.218 billion RMB, compared to a loss of 7.202 billion RMB in the same period last year.
