Family sues police for negligence after Guangxi woman falls to her death due to being abandoned by boyfriend.

On May 12, 2026, a 21-year-old woman named He Minmin from Guangxi was subjected to domestic violence by her boyfriend. She reported the abuse to the police twice, but the authorities only tried to mediate the situation. Tragically, the woman was eventually killed, and her twin sister was also injured in the attack. The family has filed lawsuits against two police stations for dereliction of duty.

According to several mainland Chinese media reports, He Yong owns an apartment in Nanning where his two daughters usually reside. He and his wife work in their hometown of Binyang County. On July 2, 2024, the younger daughter, He Minmin, met her boyfriend Lin online. After confirming their relationship, Lin exhibited strong controlling behavior, including physical violence and taking nude photos.

At the end of July of the same year, He Minmin tried to break up with Lin, but he continued to harass her. On September 22, 2024, Lin broke into He Minmin’s room through a window and abducted her at knifepoint. When her sister, He Tingting, had her boyfriend call the police, Lin was apprehended by the Shajing Police Station of the Jiangnan Branch of the Nanning Public Security Bureau the next morning. He was administratively detained for 15 days for illegally entering the residence and threatening the occupant’s safety.

After being released, on the early morning of October 14, 2024, Lin illegally entered the sisters’ residence again, injuring He Tingting and forcibly taking He Minmin to the rooftop of a 34-story building in an unfamiliar neighborhood. He kicked her off the building, causing her death when she fell onto a platform on the third floor.

Reports indicate that He Tingting sustained multiple lacerations all over her body and multiple open fractures of metacarpal bones. The Judicial Appraisal Center determined that He Tingting was disabled at a Grade 7 level.

According to friends and relatives, on the night before her murder, He Minmin had reported the domestic violence by Lin to the police twice. The first time, the police from Shajing Police Station, a substation of the Jiangnan Public Security Bureau, claimed that “the crime scene is not under the jurisdiction of this area” and suggested they report it to the local police station where the incident occurred. Subsequently, He Minmin and her ex-boyfriend, Wang Zhiyang, went to the West Xiangtang Police Station under the Western Sub-bureau of the Nanning Public Security Bureau to file a report. The police brought He Minmin and Lin to a mediation room where they signed a mediation agreement to resolve the issue. The tragedy occurred just over an hour after signing the mediation agreement.

On September 22, 2025, Lin was tried in the Intermediate People’s Court of Nanning on suspicion of intentional homicide. As of now, the verdict has not been announced.

He Yong stated that on the day of the crime, Lin posted on social media, “I will only play the vicious role once” and “Goodbye, world.” After being detained, Lin sent a letter of apology to He Tingting, revealing his criminal record and feelings of inferiority.

He Yong believes that the police were negligent at critical points, failing to verify Lin’s criminal record and choosing to settle the case through mediation. He Yong therefore asserts that both police stations involved should bear the responsibility for state compensation. He filed administrative lawsuits against the two police stations on March 26, 2025, and August 12, 2025, respectively.

On September 28, 2025, the Xingning District People’s Court of Nanning ruled in the first instance that the actions of the Xixiangtang Police Station in handling He Minmin’s deliberate injury case were illegal and rejected He Yong’s request for administrative compensation. On January 23, 2026, the Second Instance of the Nanning Intermediate Court upheld the original verdict.

On December 10, 2025, the Xixiangtang District People’s Court ruled in the first instance that the Jiangnan Public Security Bureau also engaged in unlawful or improper behavior, but simultaneously rejected He Yong’s administrative compensation claim. The second instance of the case is scheduled to be heard in mid-May 2026.
