Deputy Head of China Agricultural Development Bank Under Investigation, Financial Executives Falling from Grace at Year Start

In 2026, the Chinese Communist Party’s financial industry continues to be in turmoil. Since the beginning of the year, 11 financial executives have fallen one after another, with the latest being Xu Yiding, the Vice President of the Agricultural Development Bank of China, who is under investigation.

On the evening of February 7th, the website of the Central Commission for Discipline Inspection of the Communist Party of China announced that Xu Yiding, a member of the Party Committee and Vice President of the Agricultural Development Bank of China, is suspected of serious violations of discipline and law, and is currently undergoing review and supervision investigation.

According to the information, Xu Yiding, who has a doctoral degree and is a senior economist, started working in July 1988. He has been working at the Agricultural Development Bank for a long time, holding positions such as Deputy General Manager of the Poverty Alleviation Financial Business Department and General Manager of the Comprehensive Poverty Alleviation Department, and has been a member of the Party Committee and Vice President of the Agricultural Development Bank since 2019.

Since 2025, there have been several middle-level cadres and branch leaders of the Agricultural Development Bank who have been investigated: in January 2025, the former researcher of the Expert Committee of the Agricultural Development Bank, Huang Xiaowei, was investigated; in February of the same year, Zhang Songbai, Vice President of the Hunan Branch of the Agricultural Development Bank, was expelled from the Party; in December, Wu Biao, former director of the Policy Research Office of the Agricultural Development Bank, was investigated. On January 19, 2026, former researcher of the Expert Committee of the Agricultural Development Bank, Huang Xiaowei, underwent review and supervision investigation.

Since the beginning of 2026, the website of the Central Commission for Discipline Inspection of the Communist Party of China has announced that 13 senior executives from the banking system and financial regulatory system are under review and investigation. Among them, 11 were former bank executives, and 2 were former bank regulatory officials.

In just 7 days of February, 3 bank executives have been investigated. On February 2nd, Wu Xiaolun, former Party Secretary and President of the Hunan Branch of the Agricultural Development Bank, was investigated; on the same day, Jiang Yulin, General Manager of the Audit Center of Shanghai Branch of China CITIC Bank, voluntarily surrendered.

With Xu Yiding under investigation, a total of 11 senior executives have fallen since 2026. Including the Vice Chairman of the Central Military Commission, Zhang Youxia, and the member of the Military Commission, Liu Zhenli, who were investigated on January 24, a total of 13 “tigers” have been arrested since the beginning of the year.

Political commentator Wang Youqun stated that a total of 111 senior cadres were placed under investigation in 2025. This number has surpassed the historical records of senior cadres investigated since the 18th National Congress of the Communist Party of China.

Moreover, in 2025, at least 31 corrupt officials were sentenced to penalties of over a billion RMB, making it the year with the highest number of billion-RMB corrupt officials sentenced since the 18th National Congress of the Communist Party of China.

Wang Youqun analyzed that Xi Jinping’s anti-corruption campaign, which has been ongoing for 13 years, has become more corrupt as it progresses. The reason is that Xi’s anti-corruption campaign is not genuine but rather a tool for power struggles. Some describe Xi’s extreme distrust as reaching the point where “every raised head is seen as an enemy.” Xi’s intensive purge has entered a vicious cycle of “the more fearful, the more purged, the more purged, the more fearful.” At present, Xi has no way out and can only continue the endless purge, heading down a dark path.
