Sichuan transportation system corruption case, Chairman of Sichuan Port Investment arrested

Sichuan Port and Navigation Investment Group Chairman and Party Secretary Yang Jun was investigated on July 10, 2026. In the past three months, several officials in Sichuan’s transportation system have been under scrutiny, including Xian Xiong, former Deputy Director of the Sichuan Transportation Department, and Peng Hong, former member of the Sichuan Transportation Investment Group.

On July 10, 2026, according to an announcement on the website of the Communist Party of China Central Commission for Discipline Inspection, Yang Jun, Chairman and Party Secretary of Sichuan Port and Navigation Investment Group Co., Ltd. (referred to as Sichuan Port Investment), is suspected of serious violations of discipline and laws and is under investigation.

Public records show that Yang Jun, born in July 1970 in Chongqing, has held various positions within the transportation sector in Sichuan, including Deputy Director of the Planning Department of the Sichuan Transportation Bureau, Director of the Planning and Statistics Department, Deputy General Manager of Sichuan Port and Navigation Development Co., Ltd., and Party Committee member, Director, and Deputy General Manager. In November 2019, he became a Party Committee member and Deputy General Manager of Sichuan Port Investment, and from April 2020 to March 2022, he concurrently served as Party Secretary and Chairman of Sichuan Port Investment Chuannan Aviation Operation Co., Ltd.

According to its official website, Sichuan Port and Navigation Investment Group Co., Ltd. (Sichuan Port Investment) was established in September 2019 as a provincial-level state-owned capital investment company in Sichuan. The group is responsible for port resource integration and comprehensive logistics services, holding shares in major ports such as Luzhou Port and Yibin Port, forming a multimodal transportation system covering the Yangtze River route, international rail lines, and cross-border road transport.

In addition to Yang Jun, several other officials in the Sichuan transportation system have been investigated in the past three months.

Director Zhai Yiyang of the Highway Management Department of the Sichuan Transportation Department was taken down on June 22, 2026. Zhai Yiyang, born in June 1983 in Yibin, Sichuan, previously worked at the Sichuan Transportation Bureau’s Transportation Survey and Design Institute and the Construction Management Department. He became Deputy Director of the Highway Management Department of the Sichuan Transportation Department in March 2019 and was promoted to Director in September 2022.

Former Deputy Director Xian Xiong of the Sichuan Transportation Department was investigated on April 9, 2026. Xian Xiong, born in April 1955 in Bazhong, Sichuan, held various positions within the transportation sector in Sichuan before his investigation.

Former Party Committee member of the Sichuan Transportation Investment Group, Peng Hong, was also investigated on April 8, 2026. Peng Hong, born in April 1961 in Chongqing, had a long career in various transportation positions in Chengdu and Sichuan before joining the Sichuan Transportation Investment Group.

This recent series of investigations follows previous cases in the Sichuan transportation sector. It included the downfall of Ning Jian, former Deputy Director of the Sichuan Transportation Department, who was dismissed in January 2026 for corruption involving bribery and illegal business activities.

Similarly, Zheng Yong, former General Manager of the Sichuan Transportation Investment Group, was investigated on August 30, 2024, and expelled from the Communist Party in March 2025 for conducting business while in office, abusing his authority for personal gain, and engaging in corrupt practices related to project contracts.

The cases of corruption and misconduct within the transportation department have raised concerns over the integrity and transparency of governance in Sichuan’s transportation sector, prompting a renewed focus on anti-corruption efforts and accountability among officials.
