On August 26, 2026, Fu Kui, the Deputy Secretary of the Central Commission for Discipline Inspection (CCDI) of the Chinese Communist Party, was appointed as the Deputy Director of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) for Culture, History, and Learning. Just four days prior, during the sixth plenary session of the CCDI, Fu Kui was notably absent from the leadership podium, leading to speculation from the public about his potential departure from his role as the Deputy Secretary of the CCDI.
According to the report by Xinhua News Agency, on the afternoon of August 26, 2026, the 18th meeting of the Standing Committee of the CPPCC concluded in Beijing. The meeting decided to appoint Fu Kui as a member of the 14th National Committee of the CPPCC and as the Deputy Director of the Committee for Culture, History, and Learning.
On August 22, 2026, during the sixth plenary session of the CCDI, Zhao Shiyong was elected as the new Deputy Secretary of the CCDI, while Zhang Zhong was elected as a member of the Standing Committee and Vice Secretary of the CCDI.
On the same night, the broadcast of CCTV’s “Xinwen Lianbo” revealed that the Deputy Secretaries of the CCDI, Xiao Pei and Fu Kui, were seen seated in the audience section, indicating their transition from their roles as Deputy Secretaries of the CCDI.
A user on the account “China Personnel Watch” posted that both Xiao Pei and Fu Kui were no longer seated at the leadership podium but were present at the meeting as CCDI members. This suggested that they had already stepped down from their positions as Deputy Secretaries of the CCDI before the session commenced. The plenary meeting filled the vacancies left by Xiao Pei and Fu Kui with the appointments of Zhao Shiyong and Zhang Zhong as new Deputy Secretaries.
Xiao Pei and Fu Kui are both former Political Bureau Standing Committee members and close associates of Wang Qishan, the Secretary of the CCDI.
Xiao Pei transitioned to become the Deputy Director of the Social and Legal Committee of the CPPCC in June 2026. Three months earlier, rumors surfaced that Xiao Pei, implicated by Zhou Liang, a former secretary of Wang Qishan who had fallen from grace, leading to his removal from the position of Deputy Secretary of the CCDI.
Public records show that Fu Kui, born in September 1962, has had a longstanding career in the CCDI, serving in various roles such as the Director of the Discipline Inspection and Supervision Research Institute and the Vice Secretary-General of the CCDI as well as Director of the Inspectorate Comprehensive Office.
Under Wang Qishan’s leadership at the CCDI, Fu Kui was successively promoted to Deputy Director of the National Anti-Corruption Bureau and Head of the Anti-Corruption Office, Director of the International Cooperation Department, and Head of the Central Office to Pursue Fugitives. In July 2015, he was transferred to become a member of the Standing Committee of the Hunan Provincial Committee and Secretary of the Provincial Discipline Inspection Commission.
Following the 19th National Congress of the Communist Party of China, Fu Kui was appointed as the Deputy Secretary of the CCDI in January 2021 and was reelected after the 20th National Congress of the Communist Party of China.
Fu Kui previously served as the Secretary of the Hunan Provincial Discipline Inspection Commission for over five years and was implicated in the case of Liu Wenjie, the former Director of the Hunan Provincial Finance Department who tragically passed away two years ago.
Since 2025, there has been ongoing cleansing of the officialdom in Hunan province. More than a dozen high-ranking officials from Hunan or serving in Hunan have been successively removed from their positions.
