Two Deputy Governors of Huangnan Prefecture in Qinghai Province Expelled for Corruption

Recently, Deputy Governor Nima Cairen of Huangnan Prefecture in Qinghai Province was investigated for corruption and has been referred to judicial authorities. He was accused of engaging in corruption by purchasing official positions and accepting illegal and substantial bribes. In early March this year, Nima Cairen voluntarily turned himself in after his predecessor, Gengzhicai Rang, was investigated for less than three months. According to official reports on May 28th, Gengzhicai Rang was also investigated for corruption and has been referred to judicial authorities.

On May 30th, the Qinghai Provincial Discipline Inspection and Supervision Commission of the Chinese Communist Party announced that, with the approval of the Qinghai Provincial Party Committee, the disciplinary authorities have initiated an investigation into the serious violations of discipline and law by Nima Cairen, formerly a member of the Party leadership group and Deputy Governor of Huangnan Prefecture.

Nima Cairen engaged in speculation, associated with political fraudsters, engaged in corrupt practices by purchasing positions, and had a misalignment in performance evaluations. He illegally accepted gifts and used his public power for private gain, leveraging his authority to benefit others in project contracting, and illegally accepting substantial amounts of money.

The report stated that Nima Cairen has been expelled from the Party, removed from public office, and has been referred to judicial authorities.

Public records show that Nima Cairen, of Tibetan ethnicity, was born in October 1975. He served as the Deputy Secretary of the Zequ County Party Committee and County Magistrate in 2021, Vice Governor of Huangnan Prefecture in April 2025, and voluntarily turned himself in on March 2nd this year.

Interestingly, his predecessor Gengzhicai Rang was investigated on December 18, 2025, and on May 28th this year, the official report stated that Gengzhicai Rang was also investigated for corruption and referred to judicial authorities.

According to the report, Gengzhicai Rang had distorted performance evaluations, initiated wasteful “achievement projects,” resisted organizational audits, accepted gifts that could influence the fair execution of duties, violated regulations by accepting arrangements for leisure trips, and used public power for personal gain by benefiting others in project contracting, and illegally accepting substantial bribes.

Public records indicate that Gengzhicai Rang, also of Tibetan ethnicity, was born in September 1973. He served as the Deputy Governor of Huangnan Prefecture in 2021 and Deputy Governor of Hainan Prefecture in 2024.
