Former Party Secretary and Director of the State-owned Assets Supervision and Administration Commission of Zhejiang Province, Dong Guibo, surrendered himself for investigation on May 29, 2026. Dong Guibo’s career had been boosted by Cai Qi, the current member of the Political Bureau of the Communist Party of China (CPC) and then Secretary of the Zhejiang Provincial Committee. Dong’s former boss, former Deputy Governor of Zhejiang Province Gao Xingfu, had fallen from grace eight months prior. Over the past year, the political scene in Ningbo, Dong Guibo’s hometown, had been rocked by a series of officials being investigated.
On May 29, 2026, the website of the Central Commission for Discipline Inspection and the National Supervisory Commission disclosed information from the Zhejiang Provincial Commission for Discipline Inspection and Supervision, stating that Dong Guibo, the former Party Secretary and Director of the State-owned Assets Supervision and Administration Commission of Zhejiang Province, was suspected of serious violations of discipline and law, and took the initiative to surrender, accepting investigation.
According to his public resume, Dong Guibo, born in August 1968 in Fenghua, Ningbo City, Zhejiang Province, had served in various positions over the years, including Deputy Director of the Discipline Inspection Office at China Iron and Steel Group Corporation, Research Officer at the Financial Audit Department of Ningbo Audit Bureau, Director of the Financial Audit Department, and various other roles within the governmental structure. He had been promoted multiple times throughout his career, with notable positions such as Vice Mayor of Taizhou City, Deputy Secretary of the Party Committee, and more.
Xi Jinping, the leader of the CPC, had previously served as Governor and Party Secretary of Zhejiang Province from October 2002 to March 2007. After assuming power at the 18th National Congress of the CPC in 2012, Xi promoted many officials from Zhejiang Province to key positions, creating what was dubbed as the “Zhijiang New Army”. Cai Qi, a trusted aide of Xi and the current member of the Political Bureau of the CPC and Secretary of the Secretariat, had also worked in various positions in Zhejiang under Xi’s leadership.
Cai Qi had served as Deputy Secretary and Minister of the Organization Department of the CPC Zhejiang Provincial Committee for nearly four years. During this time, Dong Guibo had worked as his subordinate in various capacities, eventually being promoted to Deputy Director and Party Committee Member of the State-owned Assets Supervision and Administration Commission of Zhejiang Province, as well as Vice Mayor of Taizhou City under Cai’s leadership.
It was reported that during his tenure as Deputy Secretary of the Zhejiang Provincial Government, Dong Guibo had worked closely with Gao Xingfu, the then Deputy Governor of Zhejiang Province, assisting in various industrial, technological, and communication-related tasks. Gao Xingfu had been detained on August 18, 2025, from his position as Vice Chairman of the Standing Committee of the Zhejiang Provincial People’s Congress and Deputy Secretary of the Party Committee.
Gao Xingfu, a resident of Hangzhou, Zhejiang Province, had held various positions throughout his career, including roles in construction, investment, and transportation sectors before rising to the position of Deputy Governor of Zhejiang Province.
In the same announcement, it was revealed that Chen Mengyu, a former member and Deputy Director of the Ningbo Customs Party Committee, had been expelled from the Party and dismissed from public office. Chen was accused of receiving illicit gifts and money, abusing his authority for personal gain, and engaging in other corrupt practices.
This cascade of investigations and removals within the officialdom has been a recurring theme in Ningbo and its surrounding areas in recent years, with over ten officials being investigated and removed from their positions since 2025. The anti-corruption campaign appears to be intensifying in the region, with officials from various departments being held accountable for their wrongdoings.
The recent downfall of officials in Ningbo, including former Deputy Mayor Wang Renzhou, former Chairman of the Cixi Municipal Political Consultative Conference Chen Jiefeng, and others, reflects the ongoing efforts to root out corruption and maintain the integrity of government institutions in the region.
