Former Deputy Director of the Central Commission for Discipline Inspection, Xu Chuanzhi, who was officially announced to have fallen from grace seven months ago, has now been indicted, with the prosecution accusing him of accepting bribes of extraordinary amounts. Xu Chuanzhi had held positions such as the head of the disciplinary inspection team stationed at the National Ethnic Affairs Commission (National Ethnic Commission) and Secretary of the Disciplinary Committee of Ningxia Hui Autonomous Region after the 18th National Congress of the Chinese Communist Party.
On May 11th, the Supreme People’s Procuratorate of China reported that the investigation into Xu Chuanzhi’s alleged bribery and receiving bribes through influence has concluded, and he has been transferred to the procuratorate for examination and prosecution. The Procuratorate has made the decision to arrest Xu Chuanzhi on charges of bribery and using influence to receive bribes, and the case will be reviewed and prosecuted by the Ningbo City Procuratorate in Zhejiang Province. The prosecution has filed a public lawsuit with the Ningbo Intermediate People’s Court in recent days.
The prosecution alleges that Xu Chuanzhi, leveraging his positions such as being in charge of relevant departments of the Central Commission for Discipline Inspection, member of the Standing Committee of the Party Committee in Ningxia Autonomous Region, Secretary of the Disciplinary Committee, Director of the Supervisory Commission, and Deputy Director of the Central Commission for Discipline Inspection, abused his authority to benefit others and unlawfully accepted significant amounts of money through his official acts and the acts of other state personnel.
After leaving his position, Xu Chuanzhi further exploited the influence and connections gained from his role as the Deputy Director of the Central Commission for Discipline Inspection to obtain illegitimate benefits through the acts of other state personnel, resulting in the illegal acceptance of substantial sums of money.
The prosecution asserts that he should be held criminally responsible for the crimes of bribery and using influence to receive bribes.
As of now, 47 high-level officials under central management have been publicly announced for investigation and review by the National Supervisory Commission on its website this year.
Public records reveal that Xu Chuanzhi, born in February 1957 in Zhucheng, Shandong Province, started working in September 1975. With over 30 years of service within the Central Commission for Discipline Inspection system, he has held positions such as Director of the Beijing Training Center of the Central Commission for Discipline Inspection, Director of the Liaison Office of the Central Government in Macao’s Supervisory Office, Director of the Party and Government Integrity Department of the Central Commission for Discipline Inspection, and Head of the Disciplinary Inspection Team stationed at the National Ethnic Affairs Commission.
In April 2016, Xu Chuanzhi was transferred to Ningxia and served as a member of the Autonomous Region Party Committee, Secretary of the Disciplinary Committee, and two years later, he took on the role of Director of the Supervisory Commission until stepping down in November 2019.
After leaving his post, Xu Chuanzhi returned as the Leader of the First Inspection Team of the 19th Central Committee. During his tenure as head of the disciplinary inspection team stationed at the National Ethnic Affairs Commission, he also served as the head of the 14th inspection team of the 8th round of inspections during the 18th Central Committee.
On October 14, 2025, Xu Chuanzhi was officially announced to be under investigation, and in January of this year, he was expelled from the Party, had his benefits revoked, and was referred for judicial proceedings.
