On July 11, 2026, in Changsha, Hunan, Mr. Min, a property owner in the Defeng residential area, purchased a parking space for 80,000 yuan, which was then maliciously occupied by a woman surnamed Peng who refused to move her car. After Mr. Min exposed the incident online, netizens revealed that the woman is a deputy director at the Changsha Sports Bureau, and her unusually rapid promotion history raised questions among the online community.
According to Mr. Min’s video posted on social media, on the evening of June 30, he returned home to find his privately owned parking space, bought for 80,000 yuan, taken by a red sedan. Mr. Min contacted the property management to request the car owner to move the vehicle. During the communication process, it was discovered that the phone number left by the car owner was incorrect, and after several attempts, the car owner was finally reached, claiming to be on a business trip out of town and unable to return for 4 days.
However, around 6 p.m. on the same day, Mr. Min saw the female car owner retrieve items from the car in the underground garage. Upon being caught in the lie, the woman not only refused to apologize but also called the police twice, claiming that Mr. Min was “blocking her car” and preventing her from leaving.
After the police arrived and understood the situation, they determined that the woman was at fault for occupying the parking space and requested her to apologize and move the car, but she refused.
With no resolution through communication, on July 3, Mr. Min hired workers to weld U-shaped steel pipes around the parking space, enclosing the red Honda within it. On July 6, the female car owner sent a representative offering 500 yuan for a “private settlement,” with the condition of omitting an apology, but Mr. Min refused on the spot.
On the evening of July 7, under community mediation, the U-shaped pipe was removed, and the female car owner moved the red Honda.
After the incident came to light, netizens discovered that the female car owner is Ms. Pang, deputy director of the Sports Industry Department of the Changsha Sports Bureau, who was publicly recruited in April 2023 and promoted to deputy director in just over two years. Netizens raised doubts about her unusually fast pace of promotion.
As public opinion continued to escalate, on July 9, the Changsha Sports Bureau issued a situation report stating that they had collaborated with the public security, street office, and other units to investigate the incident.
On the morning of July 11, a reporter from China National Radio contacted the Changsha Sports Bureau about the incident. The staff responded that they were verifying the details and would make an announcement to the public later. Mr. Min also mentioned that the relevant information had been shared on Douyin and any new updates would be disclosed there.
