On Tuesday (June 23), the US Department of Justice announced the seizure of a cloud computing account used by a subsidiary of the Huione Group for assisting individuals and organizations in transferring proceeds from cryptocurrency investment scams, online fraud, and other criminal activities on the blockchain, allowing these illicit gains to flow undetected into the mainstream banking system. The seized account carried the backend infrastructure of these subsidiary companies.
Huione Group is headquartered in Cambodia. According to court documents, the seized account by the US Department of Justice was used to assist in operating Huione Guarantee, also known as “Haowang Guarantee”.
In a statement, the Department of Justice said that Huione Guarantee is accused of operating multiple Telegram channels discussing illegal products and/or services, including selling stolen credit cards and identity information, maliciously stolen proceeds, recruiting personnel for human trafficking activities, and assisting in laundering funds from romance scams and investment fraud. Huione Guarantee also provided third-party escrow services for criminals trading on its platform, facilitating transactions, including money launderers utilizing cryptocurrency for laundering. Through these actions, Huione Guarantee facilitated the transfer of substantial funds stolen from Southeast Asia scam centers.
“Today’s seizure action strikes a blow against one of the most rampant criminal markets globally,” said A. Tysen Duva, Assistant Attorney General of the Department of Justice Criminal Division. “Huione Group utilized this cloud computing account as part of its technological backbone, enabling the transfer and concealment of billions of dollars in fraudulent proceeds—much of which were stolen through Southeast Asia scam centers. Seizing these markets is crucial in combating fraudulent acts that impact many Americans and cutting off channels for laundering illegal funds.”
The Department of Justice stated that reports of cryptocurrency-related online fraud are still on the rise. In 2025 alone, victims reported losses exceeding $7.2 billion to the FBI Internet Crime Complaint Center (IC3) due to cryptocurrency investment scams.
In October last year, the Financial Crimes Enforcement Network (FinCEN) under the US Treasury Department issued a final rule excluding the Huione Group from the US financial system. In that rule, FinCEN designated Huione Group as a “primary money laundering concern” under Section 311 of the USA PATRIOT Act.
