Identity of 3 Men Exposed in UK Spy Case

Three men involved in a conspiracy case related to the Hong Kong Trade and Economic Office have shocked the international community. These men are suspected of assisting Hong Kong intelligence agencies in collecting information locally and secretly monitoring Hong Kong residents in the UK. They also attempted to break into the residence of a Hong Kong resident in the UK. Two of the accused are British nationals of Hong Kong descent. Upon investigation, it was found that one of the accused, who is an administrative manager at the Trade and Economic Office, previously served as a senior police officer in Hong Kong. Additionally, a British national with a military and current Airport Border Force background has opened two security companies in Hong Kong with a local woman, further complicating the situation.

Yuen Chung Biu, 63, also known as Yuan Song Biao, currently holds dual Chinese and British citizenship and serves as the administrative manager at the Hong Kong Trade and Economic Office in London. He has no prior criminal convictions and joined the Hong Kong police force in 1978, working in various departments such as anti-crime units, traffic departments, and marine police. Yuen has held high-ranking positions in the force and has even studied public policy and management at Charles Sturt University in Australia with the former Commissioner of Police and current Chief Executive Leung Chun-ying.

According to the UK’s Daily Telegraph, Yuen Song Biao refused to answer questions from reporters after being released on bail. His neighbors expressed surprise at his arrest, describing him as a model citizen and believing that his arrest was a mistake.

Another accused, 38-year-old Wai Chi-Leung Peter, also known as “Peter Wai Sir,” holds dual Chinese and British citizenship. He currently works as a special officer at Heathrow Airport and volunteers in a similar capacity at the City of London Police. Wai is associated with “D5 Security,” a security company he founded in London. The company’s official website indicates Wai’s extensive experience in the military, police, and private security sectors spanning over 20 years. However, public records show that “D5 Security” was dissolved in 2022 and their Facebook page has not been updated since July 2020.

Wai Chi-Leung operates another company, “Innovate Investment Group Ltd,” focusing on real estate in the UK. With over a decade of experience investing in British properties, Wai has provided investment advice and rental information on his personal page in Chinese, claiming to have served Hong Kong families relocating to the UK through free investment seminars. However, his page has not been updated since September 2023.

During a visit to London for the 2023 Innovation Finance Global Summit, Financial Secretary Christopher Hui encountered protests, and Peter Wai Sir worked as his security detail. Online videos show him sitting in the passenger seat of Hui’s team’s vehicle during the incident.

The third accused, 37-year-old Matthew Trickett, served in the UK Royal Marine Commandos from 2007 to 2013 and currently works as an immigration enforcement officer at the Home Office since February, also working as a private investigator. Before this, he, like Wai Chi-Leung, was employed by the UK Border Force at Heathrow Airport. Company registration records in the UK show that in April 2021, Matthew Trickett founded MTR Consultancy, a security advisory company where he served as the sole director.

Moreover, in March of this year, he co-founded D5 Consultancy Services Limited with a woman named Man Ching Daisy Ng, who resides in Hong Kong. Another Hong Kong resident with the same name and birthdate but claiming to live in London established FS Solutions and Consultancy Limited, a security company, in March of this year, where she serves as the sole director.
