Recently, in Guizhou Province, official Shi Ying of the Women’s Federation was investigated, making it a total of 6 female officials from the Women’s Federation in Guizhou being investigated within three months.
On June 18th, the Central Commission for Discipline Inspection of the Communist Party of China reported on its website that Shi Ying, a full-time member of the Procuratorate Inspection Committee in Guizhou Province, is suspected of serious violations of discipline and law. Currently, she is undergoing disciplinary review and supervision investigation conducted by the Discipline Inspection Commission and Supervisory Commission of Guizhou Province.
Public information shows that Shi Ying, born in March 1973 in Zhuzhou, Hunan, started working in July 1993. Since December 2006, she has held various positions at the Guizhou Provincial Procuratorate, including Deputy Director of the Office, Assistant Prosecutor, and Prosecutor. In April 2009, she successively served as Deputy Director of the Investigative Supervision Department, Director of the Case Management Office, Member of the Procuratorate Inspection Committee, and Prosecutor.
After 25 years of working in the Guizhou Procuratorate, in June 2018, Shi Ying was appointed as a full-time member (deputy department level) of the Procuratorate Inspection Committee in the Guizhou Provincial Procuratorate.
In December 2019, Shi Ying was appointed as a member of the Political and Legal Committee of the Anshun Municipal Committee in Guizhou Province, Deputy Chief Procurator of the Municipal Procuratorate, Acting Chief Procurator, Secretary of the Party Group, and a member of the Procuratorate Inspection Committee. In January 2020, she was appointed as Secretary of the Party Group and Chief Procurator of the Anshun Municipal Procuratorate. In June 2023, she became a standing committee member of the Bijie Municipal Committee in Guizhou Province, Secretary of the Municipal Discipline Inspection Commission, Deputy Director, Acting Director of the Municipal Supervision Commission. Two months later, she was officially appointed as the Director of the Municipal Supervision Commission.
In January 2025, Shi Ying became a member of the Procuratorate Inspection Committee and a Prosecutor in the Guizhou Provincial Procuratorate. Before her downfall, she ranked second among the three members of the Procuratorate Inspection Committee in Guizhou.
With Shi Ying being investigated, since March 27th, in less than three months, a total of 6 female officials from the Women’s Federation in Guizhou have been investigated.
The other 5 individuals are as follows: Zhang Yin (Yi ethnic group), former Party Secretary and Director of the Guizhou Province Transportation Department, who was announced to be under investigation on March 27th; Yu Min, former Party Secretary and Director of the Guizhou Province Judicial Department, who was announced to be under investigation on April 7th; Gui Fang (Zhuang ethnic group), former Director of the Case Review Office of the Guizhou Province Discipline Inspection and Supervision Commission, who was announced to be under investigation on April 17th, recognized as a “national anti-corruption expert”; Tu Yan, former Party Secretary and Chairperson of the Guizhou Provincial Women’s Federation, who was announced to be under investigation on April 29th; Zheng Mengying, former Deputy Director-level Full-time Disciplinary Inspector and Deputy Group Leader (also in charge) of the Discipline Inspection and Supervision Team of the Guizhou Province Discipline Inspection and Supervision Commission stationed in the Provincial Housing Urban and Rural Development Department, who was announced to be under investigation on June 9th.
