Last year, in Xiangcheng, Henan province, a municipal inspector was found driving drunk in an official vehicle, causing an accident in the city center that left 7 people injured. Half a year has passed since the incident, and the authorities have not provided a resolution. Furthermore, the account in the accident responsibility determination report does not align with the testimony of the perpetrator, raising suspicions among the victims’ families that officials are protecting the wrongdoer.
According to a report by mainland China’s “Pengpai News” on June 12, Ms. Wang from Zhoukou, Henan, recalled that on the evening of November 21, 2025, an official named Zhang from the Xiangcheng Municipal Urban Management Bureau drove drunk in an official vehicle and caused injuries to 7 people, including her mother.
A medical diagnosis issued by the First Affiliated Hospital of Zhengzhou University stated that a 51-year-old woman was hit by a car and thrown about 10 meters, resulting in multiple injuries including multiple fractures in the trunk, rib fractures on the left side, fractures of the distal ulna and radius on the left side, middle and lower segment femur fracture on the left side, abdominal contusions, splenic contusions, lung contusions, traumatic renal hematoma, etc.
Ms. Wang stated that she only saw the accident responsibility determination report for the first time six months after the incident, “The police didn’t give it to me at that time, saying it was in the case file, but a crucial page was missing from the file. I only received the determination report in May and found discrepancies between the account in the determination report and the perpetrator’s testimony in the case file.”
She added that the main part of the determination report was only submitted in May of this year and had not been handed over to the procuratorate previously. She hopes that the relevant departments will handle the matter fairly.
In response to this, personnel from the relevant department in Xiangcheng City stated that the incident involving Zhang from the Xiangcheng Municipal Urban Management Bureau driving an official vehicle and injuring individuals occurred last year, and the local disciplinary inspection commission has dealt with Zhang.
