The Representative Office of the Republic of China (Taiwan) in Lithuania and the Central Project Management Agency of Lithuania recently signed a memorandum of cooperation titled “Taiwan-Lithuania Joint Aid to Ukraine”. Both parties will each contribute $5 million, continuing to assist in the reconstruction and enhancement of social resilience in Ukraine.
According to a press release from the Representative Office of the Republic of China in Lithuania, Representative Wang Xuehong and the Director of the Central Project Management Agency, Indrė Šuolienė, completed the signing in Lithuania on the 18th. This marks the third time since 2023 that Taiwan and Lithuania have signed memorandums of assistance for Ukraine.
The Central Project Management Agency of Lithuania, under the Ministry of Finance, is responsible for managing domestic and international public investment projects.
In this collaboration, both parties will each invest $5 million focusing on the education and business sectors. Apart from continuing support for the educational environment in Ukraine, the partnership will also assist in local economic recovery and sustainable development through business cooperation and capacity building.
The Representative Office of the Republic of China in Lithuania stated that since 2023, Taiwan and Lithuania have been involved in Ukraine’s reconstruction, with expanding results. In addition to previous efforts to rebuild schools and kindergartens, from 2024 to date, the two parties have also implemented remedial teaching programs in the Odesa region of southern Ukraine, benefiting nearly 400 students whose learning was disrupted due to the war.
Furthermore, they have collaborated in establishing a community rehabilitation center for military-civil relations in the Zaporizhzhia region of Ukraine, providing counseling and employment services for veterans, their families, and local residents.
These initiatives not only improve the living and learning conditions of the Ukrainian people but also showcase Taiwan and Lithuania’s commitment to transforming democratic partnerships into concrete actions, continually supporting Ukraine.
During the signing ceremony, Wang Xuehong emphasized that education is a crucial foundation for Ukraine’s long-term reconstruction. Improving educational facilities and learning environments is not just about rebuilding school buildings but also investing in the future generations. Expanding this cooperation to the business sector, she hopes to leverage the industrial advantages of Taiwan, Lithuania, and Ukraine to create more opportunities and inject long-term energy into Ukraine’s economic recovery.
Wang Xuehong expressed Taiwan’s appreciation for the democratic partnership with Lithuania and thanked the Lithuanian side for their professionalism and dedication throughout the collaboration process. She pledged to continue working hand in hand to help Ukraine strengthen its autonomous development capacity and socio-economic resilience.
Indrė Šuolienė noted that over 1,000 children have returned to the renovated schools and kindergartens. She highlighted that due to safer learning and living environments, many Ukrainian families have chosen to return to their hometowns.
Emphasizing that reconstruction not only changes the face of cities but also impacts people’s lives, Indrė Šuolienė praised Taiwan’s long-term and continuous commitment. Both sides look forward to deepening their cooperation in the future.
