Former member of the Party Committee of the China Securities Regulatory Commission and former head of the Discipline Inspection and Supervision Team of the Central Commission for Discipline Inspection (CCDI) and the National Supervisory Commission stationed at the CSRC, Wang Huimin, has been arrested on suspicion of bribery. Wang Huimin has been dubbed the “spy” within the CCP’s regulatory and discipline inspection system.
The Supreme People’s Procuratorate announced on April 23 that Wang Huimin’s case of alleged bribery has been transferred to the procuratorate for review and prosecution. An arrest decision was made against Wang Huimin for suspected bribery, with the Chengdu Procuratorate in Sichuan Province designated to review and prosecute the case. Recently, the procuratorate has filed a public lawsuit with the Chengdu Intermediate People’s Court.
Wang Huimin is accused of exploiting his positions as the Branch Secretary and President of the China Construction Bank’s Xinjiang Uygur Autonomous Region Branch, Deputy Secretary of the Party Committee of the Xinjiang Uygur Autonomous Region government, Director and Party Secretary of the Financial Work Office of the Xinjiang Uygur Autonomous Region government, Secretary of the Party Committee of the Rural Credit Cooperatives Union of Xinjiang Uygur Autonomous Region, CCDI Secretary of the CSRC, and as the head of the Discipline Inspection and Supervision Team of CCDI stationed at the CSRC to seek benefits for others, illegally accepting property from others on a particularly large scale, thus holding him accountable for the crime of bribery.
Wang Huimin, born in February 1959, is from Ning County, Gansu Province.
Throughout his career, Wang Huimin has held positions such as the Party Secretary and President of the Xinjiang Branch of the China Construction Bank, member of the Party Committee and Deputy to the Chairman of the Xinjiang Uygur Autonomous Region government, Party Secretary, and Director of the Financial Work Office of the Autonomous Region government, and Vice Chairman of the Standing Committee of the Autonomous Region People’s Congress.
In January 2014, Wang Huimin was transferred to the Party Committee member and Discipline Inspection Commission Secretary of the CSRC. Following the reform of the CCP’s disciplinary and supervisory system, Wang Huimin continued to serve as a Party Committee member of the CSRC and as the head of the Discipline Inspection and Supervision Team of the CCDI stationed at the CSRC.
In April 2019, Wang Huimin retired from his position. In March 2025, six years after his retirement, Wang Huimin was brought down. At that time, Caixin.com reported that it was understood from various sources that Wang Huimin’s son, Wang Bangzhong, was also taken away for investigation.
In November 2025, Wang Huimin was expelled from the CCP and deprived of his entitlements.
The notification indicated that Wang Huimin abused his power, made arbitrary decisions, and caused serious consequences; failed to report personal matters as required, sought benefits for others and accepted property in employment matters; allowed relatives and certain individuals to exploit his authority or duties for personal gain; engaged in extensive exchange of benefits, solicited money, and profited from assisting others in listing companies, obtaining additional financing, and securing promotions, receiving significant illegal gains.
However, as of now, the authorities have not clearly disclosed the extent of the bribes received by Wang Huimin.
