On March 19th, the topic titled “Man Experiences 8 Sudden Stops by a Land Rover in 1 Minute Speaks Out” sparked heated discussions on the internet and even trended on Weibo.
Recently, a resident of Changchun, Mr. Lu, sought help from “Elephant News·Elephant Help,” stating that on December 10, 2025, he encountered a black Land Rover that abruptly stopped 8 times while driving, eventually causing a rear-end collision and severe damage to his vehicle.
The dashboard camera footage showed that the road was clear without any obstructions. At 12:41:53, the Land Rover suddenly changed lanes to overtake, making 8 abrupt stops in less than a minute, interrupting Mr. Lu’s Mercedes-Benz. In the final abrupt stop, Mr. Lu couldn’t avoid the collision, resulting in a rear-end accident.
Following the incident, the Traffic Police Brigade of Chaoyang District in Changchun arrived at the scene and preliminarily determined the case as a criminal offense involving dangerous driving and provocation. Despite not issuing an official accident report, the authorities failed to transfer the case to the public security bureau, citing “no legal violation.”
On January 28, Mr. Lu reported the incident to the local police station, accusing the owner of the Land Rover of provocation. On January 31, the police station issued an administrative notification regarding the case.
However, on February 3, the Chaoyang District Sub-bureau of Changchun Public Security Bureau issued a “Termination of Case Investigation Decision” to Mr. Lu based on the absence of legal violations. Dissatisfied, Mr. Lu subsequently applied for a review with several departments including the traffic management and public security.
Mr. Lu’s vehicle sustained severe damage, and the repair bill from the 4S store totaled over 98,000 RMB. Due to the absence of an official accident report, the insurance company couldn’t initiate the claims process, leaving the vehicle unusable to this day. Additionally, Mr. Lu engaged an organization to assess the depreciation loss of the vehicle, amounting to nearly 160,000 RMB, all of which he had to bear himself.
On February 25, a journalist from Elephant News contacted the Traffic Police Brigade of Chaoyang District in Changchun; however, no response was received by the time of the journalist’s report filing.
On February 26, the journalist called the Guilin Road police station, where the responding officer stated that they needed clearance from the Chaoyang District Sub-bureau of Changchun Public Security Bureau before granting an interview but claimed they had no contact information for the sub-bureau.
The journalist also consulted a lawyer from Beijing Haotian (Zhengzhou) Law Firm, who believed that the Land Rover owner’s repeated malicious stops of Mr. Lu’s vehicle, supported by the dashboard camera evidence, clearly constituted unlawful behavior or even a crime. The lawyer criticized the police’s decision to terminate the investigation based on “no legal violation,” citing a lack of factual and legal basis.
Following the media coverage of the incident, it attracted widespread attention online and trended on Weibo.
Under public pressure, on March 19, Changchun Public Security Bureau issued a public safety report stating that the incident involving the Land Rover repeatedly stopping the Mercedes-Benz and causing a rear-end collision had been classified as a criminal case. The owner of the Land Rover, Mr. Sun, was taken into custody.
