Mayor Lin Jian of Nanping City, Fujian Province, is reportedly involved in the case of Lin Xiucheng’s downfall.

The Deputy Secretary of the Communist Party Committee and Mayor of Nanping City, Fujian Province, Lin Jianguan, has been officially placed under investigation. There were previous reports indicating that Lin Jianguan had been taken into custody. It is said that Lin Jianguan has fallen from grace due to his involvement in the case of “China’s LED King” Lin Xiucheng.

The website of the Central Commission for Discipline Inspection and the National Supervisory Commission of the Communist Party of China announced yesterday (August 12) evening that Lin Jianguan is suspected of “serious violations of discipline and laws” and is currently under investigation.

Public records show that Lin Jianguan, 56 years old, had previously served as the Director of the Xiamen Safety Production Supervision Administration, Secretary of the Huli District Committee of Xiamen City, Deputy Mayor of Xiamen City since April 2020, Deputy Secretary of the Fuzhou Municipal Party Committee in 2021, and concurrently served as Secretary of the Party Working Committee of the Fuzhou New Area in January 2022. He became the Mayor of Nanping City in 2023.

On August 6, Lin Jianguan presided over the Nanping City Service Industry Conference.

According to sources cited by Hong Kong’s “Ming Pao,” Lin Jianguan, like Zhang Yigong, the former Secretary of the Quanzhou Municipal Party Committee who was recently announced to be under investigation, is implicated in the case of Lin Xiucheng, the former chairman of Sanan Group and known as the “China LED King.”

On August 7 this year, Zhang Yigong was also officially placed under investigation. “Ming Pao” subsequently reported that sources indicated Zhang Yigong’s downfall “is related to the investigation by the Central Commission for Discipline Inspection in Chongqing.” There are other officials in Fujian implicated in cases, including a former mayor of a prefecture-level city who previously served in Xiamen.

On August 8, independent commentator Cai Shengkun disclosed on platform X that Cui Yonghui, who was dismissed as the Secretary of the Xiamen Municipal Party Committee in April this year, was taken away by the disciplinary committee on the morning of the 7th, the same time Lin Jianguan from Nanping City was also taken away.

The rumors surrounding the investigation of Lin Jianguan, the Mayor of Nanping City, have been confirmed. The situation of former Xiamen Municipal Party Committee Secretary Cui Yonghui remains unclear. Cui Yonghui was a key figure during Yin Li’s tenure as the leader of Fujian.

The actual controller of Sanan Group, Lin Xiucheng, and his son-in-law Lin Kechuang were both arrested in March and April this year. It is reported that they are involved in a bribery case involving Hu Henghua, the mayor of Chongqing, and others. Hu Henghua, the Deputy Secretary of the Chongqing Municipal Party Committee and Mayor, was placed under investigation on March 20, while Luo Lin, a member of the Chongqing Municipal Committee and Secretary of the Liangjiang New Area Committee, was taken down on April 17.

On April 29, Caixin reported, in the case of Hu Henghua, Lin Kechuang, Lin Xiucheng’s son-in-law, gave Hu Henghua 30.8 million USDT (Tether stablecoin, approximately 210 million yuan, of which 10 million was a transaction fee). After Hu Henghua was investigated, his Cold Wallet was seized, and the relevant department found the flow of funds in six other Cold Wallets held by Lin Kechuang; among them, a transfer of 15.5 million USDT, which Lin Kechuang claimed was transferred to Luo Lin.

Cold Wallets are offline wallets designed to protect encrypted assets, with the key feature being that the private key is not connected to the network.

During Hu Henghua’s tenure in Changsha and Chongqing, he frequently supported projects of Sanan Group.

On July 3, independent commentator Du Zheng wrote in the Taiwanese media “The Beacon” that in China, private entrepreneurs without political backing find it nearly impossible to make progress. Lin Xiucheng had the support of the Fujian faction in his early years, including Chen Xi, who was recently relieved of his position as the President of the Central Party School. The Lin Xiucheng case, like the Evergrande Xu Jiayin case, is another political “bombshell.” After Lin Xiucheng’s arrest, he is bound to reveal a long list of bribe-takers.
