On December 31, 2025, it was reported that there has been a personnel change at the Hong Kong Liaison Office. Zhang Yong, Vice General Manager of China COSCO Shipping Group, has replaced Qi Bin as the Deputy Director.
According to the website of the Ministry of Human Resources and Social Security of the Communist Party of China, appointments and removals of state officials were made by the State Council of China.
Zhang Yong, former Vice General Manager of China COSCO Shipping Group, has been appointed as the Deputy Director of the Hong Kong Liaison Office, while Qi Bin has been relieved of his duties as the Deputy Director of the Hong Kong Liaison Office.
The official website of the Liaison Office has updated its “Key Officials” section with the information and career profile of Zhang Yong.
Zhang Yong is a graduate of the first MBA program at Peking University. He has worked in various government departments such as the Ministry of National Machinery and Electronics, Ministry of Machinery Industry, and the State Economic and Trade Commission. Since 2003, he has held positions such as Deputy Supervisor of the Industry Damage Investigation Bureau of the Ministry of Commerce, Director of the Economic Bureau II of the Office of the Central Financial and Economic Committee, and Director of the Secretariat Office.
Information disclosed by China COSCO Shipping Group shows that Zhang Yong currently serves as the Vice General Manager and Party Committee member of the group, as well as the spokesperson for the group’s news releases.
Currently, the leadership of the Hong Kong Liaison Office consists of “One Director, Four Deputies, and One Secretary-General”: Director Zhou Ji, who also serves as the Deputy Director of the Hong Kong and Macau Affairs Office of the State Council and the Deputy Director of the Hong Kong and Macau Affairs Office of the State Council; the four Deputy Directors are Liu Guangyuan, Luo Yonggang, Sun Shangwu, and Zhang Yong; Secretary-General Wang Songmiao.
According to a report by the Hong Kong newspaper “Sing Tao Daily”, Qi Bin has returned to Beijing and is expected to serve as the Deputy Director of the Economic Committee of the National Committee of the Chinese People’s Political Consultative Conference. Last week, he attended the opening ceremony of the Hong Kong Park at the Greater Bay Area Innovation Park as the Deputy Director of the Liaison Office.
Qi Bin, born in November 1968, previously served as the Director of the Innovative Business Department of the China Securities Regulatory Commission, Director of the Research Center, Executive Director of the Beijing Securities and Futures Research Institute, Director of the International Cooperation Department (Hong Kong, Macau, and Taiwan Affairs Office) of the China Securities Regulatory Commission, and Vice General Manager of China Investment Limited Company, before assuming the position of Deputy Director of the Hong Kong Liaison Office in November last year.
In addition, the State Council has appointed Yang Jin as the Deputy Director of the National Ethnic Affairs Committee; Lin Zechang as the Deputy Minister of Finance; Li Xinghu as the Deputy Minister of Transport; and Zhan Hao as the Deputy Director of the National Natural Science Foundation Committee.
Furthermore, the State Council has removed Bian Bazaxi from the position of Deputy Director of the National Ethnic Affairs Committee; removed Yu Huiwen from the position of Deputy Minister of the Ministry of Ecology and Environment; and removed Fu Xuyin from the position of Deputy Minister of Transport.
