China Bank’s Deputy Director of Central Procurement Division, Guan Xiaohu, Arrested

In recent days, Guan Xiaohu, the Deputy General Manager of the China Bank’s Central Procurement Center, has voluntarily surrendered for investigation.

On October 26, the website of the Central Commission for Discipline Inspection of the Communist Party of China and the National Supervisory Commission announced that Guan Xiaohu, the Deputy General Manager of the China Bank’s Central Procurement Center, is suspected of serious violations of discipline and law and has voluntarily surrendered. He is currently under investigation by the discipline inspection and supervision team stationed at the China Bank by the Central Commission for Discipline Inspection and the National Supervisory Commission, as well as the discipline inspection and supervision commission of Yichun City, Jiangxi Province.

On September 18, the China Tendering and Bidding Association reported that a seminar on the positioning and responsibilities of procurement departments in financial institutions was held at the headquarters of the China Bank, led by the China Bank. Guan Xiaohu also introduced the procurement management model of the China Bank and its branches.

Public information shows that during Guan Xiaohu’s tenure as the Party Branch Secretary and Deputy General Manager of the China Bank’s Central Procurement Center, he also served as the leader of the designated assistance team at the China Bank headquarters and concurrently held the position of Deputy Secretary-General of the Xianyang City Government.

This year, several individuals from the China Bank have been implicated. In October, Huang Wei, former head of the Yuan Branch of the Qionghai Branch of the Hainan Provincial Branch of the China Bank, was investigated. In August, Huang Zhigang, former Chief Business Manager of the Hunan Provincial Branch of the China Bank, was investigated. In May, Yang Zhiguo, former Deputy General Manager of the Data Center of the China Bank, was investigated (expelled in October). In April, Guo Xingang, former head of the Zhejiang Provincial Branch of the China Bank, was investigated. In January, Chen Bin, the chief researcher of the China Bank Research Institute, was investigated (expelled in July).
