Vice Ministerial Level Official Pan Liang of the State-owned Assets Supervision and Administration Commission of the State Council of the CPC has Been Transferred to Judicial Authorities

Former deputy ministerial-level cadre Pan Liang of the State-owned Assets Supervision and Administration Commission of the State Council of the PRC has been expelled from the party and handed over to the judiciary. Pan was taken down from his position in December last year.

On June 8, according to an announcement on the website of the Central Commission for Discipline Inspection and the National Supervisory Commission of the Communist Party of China, former deputy ministerial-level cadre of the State-owned Assets Supervision and Administration Commission of the State Council, Pan Liang, has been expelled from the party, had his entitlements revoked, and has been sent to the judicial system.

The announcement stated that Pan Liang resisted organizational review, engaged in superstitious activities, violated regulations by accepting banquets, playing golf, participating in entertainment activities, and accepting gifts. He sought benefits for others in cadre transfer work, illegally owned shares in non-publicly listed companies, used his power to seek benefits for relatives, engaged in corrupt activities, intervened in market economic activities, had a corrupt work style, had no bottom line in terms of discipline and law, turned his authority and duties into tools to seek personal gains, engaged in widespread corruption, and used his convenience for the benefit of others in areas such as enterprise operations, equity acquisitions, and project contracting.

On December 12, 2025, Pan Liang was officially announced to be under investigation, becoming the 59th mid-level cadre under central management to be publicly reported for review last year on the Commission’s website.

Public information shows that Pan Liang was born in September 1956 in Nanjing, Jiangsu Province, China, and holds a bachelor’s degree. He previously served in the Labor and Personnel Department of the Ministry of Aerospace Industry, the General Office of the State Council, as Deputy Director, Director, Deputy Head, and Head of the Secretariat Division Two of the General Office of the State Council.

In 2010, Pan Liang was appointed as the Chairman of the Board of Supervisors of a key large state-owned enterprise (deputy ministerial-level), and later transferred to the role of deputy ministerial-level cadre in the State-owned Assets Supervision and Administration Commission of the State Council. During his tenure at the State-owned Assets Supervision and Administration Commission, Pan Liang was responsible for overseeing the China Weapon Equipment Group Company, Commercial Aircraft Corporation of China Ltd., China Railway Engineering Group Co., and China Guoxin Holding Co., Ltd. as part of his duties as a board supervisor.
