Renowned Senior Official Passes Away: Focus on Beijing Power Structure

Today’s Focus: Jiang Faction Leader Wu Bangguo Passes Away! CCP Leader and Elders in High Spirits…Power Structure Shaken! Falling Star Indeed Takes Away National High-Level Officials! Wu’s “Five Nos” Lead to Multiple Tragedies in China and Hong Kong!

On October 8th, the official CCP media Xinhua News Agency reported that 84-year-old former Chairman of the National People’s Congress and former Vice Premier of the State Council Wu Bangguo passed away in Beijing due to his illness being untreatable.

Back in 2011, during a work report to the Standing Committee of the National People’s Congress, Wu Bangguo proposed the “Five Nos”: no multiparty rotation in governance, no diversification of guiding ideology, no separation of powers and bicameral system, no federal system, and no privatization.

He also presided over the amendment of laws such as the “Anti-Secession Law” and the “Property Rights Law.” The “Anti-Secession Law” is seen as a justification for CCP to use force against Taiwan, while the “Property Rights Law” is considered by outsiders as legalizing “plunder.”

In addition, Wu Bangguo visited Hong Kong twice and once claimed, “The central government grants Hong Kong Special Administrative Region however much power, and the SAR shall have that much power.”

Today, we have invited China affairs expert and host of “Yonghe Comments,” commentator and senior political and economic analyst Qin Peng, and senior Hong Kong journalist and host of “Precious Words” Liang Zhen to discuss together.

1. Mr. Qin Peng, please introduce how Wu Bangguo rose from grassroots to the highest power structure.

2. Mr. Yonghe, Wu Bangguo’s “Five Nos” have been widely criticized by outsiders. How do these “Five Nos” empower the CCP? What are their impacts?

3. Ms. Liang Zhen, Wu Bangguo visited Hong Kong twice and met with then Hong Kong Chief Executives Tung Chee-hwa and Donald Tsang. What changes did this bring to the environment in Hong Kong?

4. Mr. Yonghe, Mr. Qin Peng, as a Jiang Faction leader, Wu Bangguo passed away at the age of 84 after the National Day holiday. Strangely, it seems that top CCP officials have a “longevity, extension of life” charm. Former CCP Premier Li Keqiang passed away at the age of 68 before 2023, and now another national-level leader has passed away. In these two years, can top CCP officials no longer live a long life?

On the evening of September 30, the CCP’s National Day reception was held in Beijing. That evening, in addition to former CCP leaders Hu Jintao, former Premier Zhu Rongji, former Chairman of the National People’s Congress Wu Bangguo, CCP elder Song Ping, Luo Gan not attending, former political Standing Committee members including Wen Jiabao, Li Ruihuan, Yu Zhengsheng, Li Zhanshu, and Wang Yang, 15 former members attended.

5. Mr. Yonghe, Mr. Qin Peng, many top CCP figures present at that time appeared to be in high spirits, and the outside world believes that there were subtle changes in Xi’s power structure. Looking back now, do you think the performance of the many old leaders at that time is related to Wu Bangguo’s critical illness and death? Will Wu’s death have an impact on the current power structure?

6. Ms. Liang Zhen, another prominent figure from the Jiang Faction has passed away. Does this relieve a burden on the current power center, or does it add more trouble? How do you view the impact of Wu Bangguo’s death on the CCP?

7. Mr. Qin Peng, not long ago, a comet that appears once every 60,000 years flew over Beijing, and there have been frequent fireballs in the North China region. Many believe this is a sign of a significant figure’s passing. Now it seems to be confirmed?
