Former Vice Chairman of Heilongjiang Political Consultative Conference, Qu Min, Prosecuted for Power-for-money Dealings

On May 15th, Qu Min, a former member of the Party Committee and Vice Chairman of the Heilongjiang Provincial Committee of the Chinese People’s Political Consultative Conference, was prosecuted for bribery.

The Supreme People’s Procuratorate of the Communist Party of China announced on the 15th that the investigation into Qu Min’s bribery case had concluded and was transferred to the Wenzhou Municipal Procuratorate of Zhejiang Province for review and prosecution. The prosecution has recently filed a lawsuit with the Intermediate People’s Court of Wenzhou City, Zhejiang Province.

Qu Min stands accused of taking advantage of his positions as Director of Harbin Agricultural Science Research Institute in Heilongjiang Province, as well as roles such as head and director of the Harbin Agricultural Science Academy, Secretary of the Hulan District Committee in Harbin City, Secretary of the Beitun City Committee in the Xinjiang Uygur Autonomous Region, and Secretary of the Suihua City Committee in Heilongjiang Province, among others. He allegedly used his influence to benefit others through other public officials, illegally accepting large sums of money and property for personal gain.

In June 2023, Qu Min came under investigation and became the first “tiger” in Heilongjiang that year. He was expelled from the Party on December 7th and arrested on December 26th.

The official announcement of his expulsion stated that Qu Min resisted investigation, engaged in superstitious activities, used his power for personal gain, and had family members receiving illicit gains. He was also accused of engaging in corrupt practices, accepting substantial illegal benefits, and participating in power and money transactions.

At 61 years old, Qu Min, a native of Shangzhi, Heilongjiang Province, had a long career in the province. In February 2016, he was appointed Acting Mayor of Suihua City, becoming Mayor in March of the same year, and later promoted to Secretary of the Suihua City Committee in December. Prior to his downfall, many of his colleagues and subordinates in Suihua were also investigated.

For instance, on May 9, 2023, Wang Xuefeng, former Deputy Mayor of Suihua City, was also investigated. During Wang Xuefeng’s tenure as Deputy Mayor, Qu Min was the Secretary of the City Committee. Additionally, on June 16, 2020, Lu Baisheng, a member of the City Committee and Minister of the United Front Work Department, was also detained. During Lu Baisheng’s time as a member of the City Committee, Qu Min was serving as the City Committee Secretary.
