Former Vice Minister of the State-owned Assets Supervision and Administration Commission of the State Council of the People’s Republic of China and former Vice Governor of Qinghai Province, Luo Yulin, who fell from power nearly a year and a half ago, stood trial, accused of accepting bribes exceeding 220 million yuan.
On November 1st, the Intermediate People’s Court of Qingdao City, Shandong Province, held a public hearing for Luo Yulin, a former vice ministerial-level official of the State-owned Assets Supervision and Administration Commission of the State Council of the People’s Republic of China, on charges of bribery and insider trading.
According to the indictment by the Qingdao Municipal Procuratorate, from 1997 to 2023, Luo Yulin used his position and the conveniences formed by his authority and status to provide assistance to relevant units and individuals in matters such as business operations, project contracting, and job adjustments, receiving a total of more than 220 million yuan in bribes.
From 2013 to 2014, Luo Yulin, as a person privy to insider information, engaged in trading activities related to significant undisclosed information affecting securities prices, which was deemed particularly serious.
The prosecution requested that Luo Yulin be held criminally responsible for bribery and insider trading.
Luo Yulin pleaded guilty in court, and the sentencing was scheduled for a later date.
In May 2023, Luo Yulin was investigated. On November 16th, he was expelled from the Communist Party, and his retirement benefits were revoked. Luo Yulin was accused of playing both sides, engaging in power and money-related transactions, abusing power for personal gain, colluding with unscrupulous businessmen, engaging in corrupt practices, and illicitly receiving substantial amounts of money.
Luo Yulin, 66, had long served in Qinghai Province, holding positions such as Deputy Director of the Qinghai Provincial Finance Department, Director of the Provincial Economic and Trade Commission, Vice Governor of Qinghai Province and Deputy Secretary of the Xining Municipal Party Committee and Mayor, Director of the Provincial Government’s State-owned Assets Supervision and Administration Commission, and Party Secretary.
Luo Yulin had connections with Zhao Leji, member of the Politburo Standing Committee of the Communist Party of China and Chairman of the National People’s Congress Standing Committee and former Secretary of the Central Commission for Discipline Inspection.
In 1993, when Luo Yulin served as Director of the Haibei Prefecture Finance Bureau in Qinghai Province, Zhao Leji was Director of the Qinghai Provincial Finance Department. From 1994 to 2000, Zhao Leji served as Vice Governor, Acting Governor, and Governor of Qinghai Province, while Luo Yulin held various positions in the Qinghai Provincial Finance Department.
From 2004 to 2007, Zhao Leji was the Secretary of the Qinghai Provincial Committee, while Luo Yulin was the Vice Governor, Party Group member, Director of the Qinghai Provincial Economic and Trade Commission, Party Secretary, Deputy Director and Deputy Secretary of the Party Committee of the Qinghai Provincial State-owned Assets Supervision and Administration Commission, Deputy Director and Deputy Secretary of the Party Committee of the Xining Municipal Party Committee, and Mayor of Xining City.
In 2017, after Zhao Leji became a member of the Politburo Standing Committee of the Communist Party of China and Secretary of the Central Commission for Discipline Inspection, Luo Yulin successively served as the head of the first and third inspection teams of the Party Committee of the State-owned Assets Supervision and Administration Commission.
Former member of the Qinghai Provincial Committee of the Chinese People’s Political Consultative Conference, Wang Ruiqin, once revealed, “Luo Yulin is one of the few people Zhao Leji trusts, their close relationship is well-known within the circle.”
