Shanghai petitioner Liu Dongbao was detained in a black prison for 92 days and was unable to walk when he came out. On October 27, he and several other Shanghai petitioners went to Chongming to locate the black prison “Yufan Farmhouse” where he was held, and reported the incident. However, the police said they needed to consult their superiors and couldn’t open a case.
Liu Dongbao was taken to the black prison on Chongming Island on July 26 under the pretext of a summons for advocating the Chairman of the European Parliament to pay attention to the human rights situation in China. After being taken out of the black prison on October 24, he was abandoned about a kilometer away from his home.
In the brutal black prison, the 70-year-old Liu Dongbao suffered from severe physical torture. Due to his advanced age and multiple illnesses, he was tortured to the point where his feet were swollen and painful, he couldn’t stand; two of his teeth were knocked out, his skull protruded, and his chest was stomped on.
Upon returning home, Liu Dongbao immediately went to the Shimen Second Road Police Station in his jurisdiction to report the case. After waiting for a long time at the police station, despite the change of three on-duty police officers, they all hesitated to accept the report. In the end, ignoring legal procedures, they directly told him: “We don’t issue a police report receipt.”
On October 27, Liu Dongbao, accompanied by Yu Zhonghuan, Chen Tinglan, Chen Meihua, Zhang Guozhong, Zheng Jianming, and 13 others, went to Chongming to find the black prison “Yufan Farmhouse” where he was held. Yufan Farmhouse is a licensed hotel that colludes with officials to operate a black prison, and the stay of these detained petitioners was not registered. They had a dispute with the person in charge of the hotel, and both sides called the police. The police arrived at the scene to understand the situation.
Liu Dongbao and the police entered the room where he was detained. The windows of the room were sealed with wooden boards. He said he was beaten by black security guards in the room, sometimes they pushed his body against the wall and head, and the guards could enter the room at any time to beat him. Later, the police asked them to go to the police station for discussion.
Yu Zhonghuan told Epoch Times, “The police deceived us into the mediation room of the police station. We said that the black prison and the beatings are illegal crimes. We came to report the case, not to mediate. Trying to mediate criminal cases through civil means, the police blatantly acted as protectors of the black society. When we went to report in the lobby, the police had already disappeared. Since the police didn’t make a record, there was no report receipt, let alone filing a case.”
Retired Shanghai University professor and rights activist Gu Guoping told Epoch Times, “The person in charge of the black prison, the hotel she runs has a business license. According to regulations, accommodation must be registered. They have no registration records, which is equivalent to tax evasion and suspected illegal detention, which constitutes a criminal offense that should be punished.”
He also said, “Liu Dongbao was abducted to Chongming, had two teeth knocked out, bones in his feet and head were protruding, his head was injured, and he was held for 92 days. They filmed the scene to prove the location where he was detained and the situation of reporting the case, as well as the conditions in the black prison. Also detained in this black prison are two female petitioners, one is Chen Tinglan and the other is Chen Meihua, both residents of Shimen 2nd Road Street in Jing’an District.”
He further stated, “The nature of Liu Dongbao’s case is a criminal offense, and the police have all the rights to handle it without needing leadership approval. The police of the Chinese Communist Party are puppets manipulated by the CCP and do not have the autonomy to enforce the law as intended!”
Song Jiahong, the representative of Shanghai Black Jail, said, “Liu Dongbao almost died in the black prison, and the government must deliver the murderer.”
Song Jiahong said, “Liu Dongbao was in great danger. The security guard who stomped on Liu Dongbao’s chest, where did such great hatred come from? We are all ordinary people, but Liu Dongbao went through a life-and-death situation in the black prison on Chongming, becoming a hero on the road of rights defense in Shanghai. Through the mirror of Liu Dongbao, perhaps the Shanghai petitioner Guishanhong in the black prison on Chongming faced a similar fate, alas!”
“Liu Dongbao filed for a ‘medical examination form’ at the police station. From my observation, Liu Dongbao’s injuries are not minor and may be approaching severe. What we need to focus on is the alliance between the police and the black security guards, all of which are clandestine activities. The China Police will have difficulty understanding where the country is heading, as the ‘Police Law’ can no longer explain such actions!”
