Before the Beidaihe Conference, Visitors Face Tighter Control Upon Arriving in Beijing.

The annual Beidaihe Conference of the Chinese Communist Party, which usually takes place from late July to early August, has seen heightened security measures this year. Security checks and controls have been implemented ahead of schedule, with additional measures such as secondary inspections for trains departing from Beijing or passing through Qinhuangdao to Beidaihe. Travelers, dissidents, and petitioners heading to Beidaihe are facing strict surveillance and control, with reports emerging from various regions of petitioners going missing or being detained in black jails.

On the morning of July 11th around 10:30 a.m., Zhou Xueqin, a physically disabled petitioner from Chongqing, went missing after being detained by police for identity check at Beihai Park in Xicheng District, Beijing.

On July 10th around 10 a.m., Weng Huojun, a petitioner from Jinxin Street, Tongzhou District, Nantong City, Jiangsu Province, went missing after being intercepted by local authorities in Tangshan, Hebei Province.

Around 3:30 p.m. on the same day, Ye Zeying, a 75-year-old petitioner, and her 49-year-old son, Liu Lin, from Yubei District, Chongqing, were detained by police at Tiananmen Square Police Station after being checked for identity. They are currently missing.

Zhang Dongfang, a cancer patient from Taizhou City, Zhejiang Province, went missing after being taken away by police for identity check at the Juyou Street Post Office in Fuyou Street, Beijing.

On July 4th at 11:48 a.m., Liu Chuanwei, a physically disabled petitioner from Banan District, Chongqing, was detained at Fengsheng Police Station in Xicheng District, Beijing. The police prevented him from having a meal or lodging complaints at the National Petition Bureau.

Around 9:00 p.m. on July 8th, Ma Bo, a petitioner from Heilongjiang Province, received a call from the local police station warning her about the tense situation in Beidaihe and advising her not to return from Beidaihe and be monitored again locally.

Ma Bo expressed to a reporter, “If I am controlled when I go to the seaside by bus from here, isn’t it outrageous? If they want to do this, then I will confront them with my life to reclaim my freedom!”

At the same time, Liu Dongxiu, a petitioner from Jinan, Shandong Province, was forcibly taken away by thugs sent by the Jinan Public Security Bureau while visiting Beidaihe. Her phone is now unreachable.

Hu Dayan, the mother of a child who died due to vaccine side effects in Xinbei District, Changzhou City, Jiangsu Province, is under strict government surveillance. She has been frequently summoned to the investigation center, monitored at her residence, and followed by stability maintenance personnel 24 hours a day for over a year.

Feeling distressed, she tried to seek help by posting a message asking for assistance and requesting for her personal freedom by contacting the Jiangsu Public Security Bureau at 02583526888, Changzhou Public Security Bureau at 0519110, and the Mayor’s Hotline at 051912345.

Petitioner Tang Shuhua from the family area of Yancheng Power Plant in Jiangsu Province has been under constant surveillance around her hometown. Her son developed mental disorders due to continued fright and could not continue schooling, leading her to rent a house in Beijing to accompany her son’s treatment.

On July 3rd at 9 a.m., after registering at the National Petition Bureau of the Chinese Communist Party, her registration record was reportedly canceled by local officials over the phone, and she did not receive any notification from the petition bureau in the afternoon. Despite waiting in line for 17 hours in high temperatures, her registration was deleted, leaving her infuriated. After venting in a rights protection group around 2 a.m., she lost contact with other petitioners after 8 a.m. on July 4th.

Starting from July, dozens of petitioners from Shanghai are being deported from Beijing almost daily. Xie Rendi and his wife were sent back to Shanghai on July 9th, only to be taken by local authorities to a black jail straight from Fucun Road in Jing’an District.

On July 4th, Chen Tinglan was stopped by police at a checkpoint when traveling out of Beijing by bus and later sent back to Shanghai by the Shanghai Office in Beijing. She was taken by thugs from Fucun Road in Jing’an District to a black jail in Chongming District.

Chen Tinglan, a frequent detainee in black prisons due to petitioning, is once again held in a black prison. According to Shanghai rights activist Song Jiahong, due to a successful court verdict in her favor regarding a real estate dispute, she faced retaliation from Jing’an District Court.

Song Jiahong stated, “The court oppresses the people, allowing continual petitioning. People become petitioners and are targeted by local officials. The government has the funds, and black jails have become their hallmark. The government is acting illegally!”
