On May 9, 2026, Du Haimin, former Deputy Director of the Qinghai Provincial Public Security Department, surrendered himself. Du Haimin had previously served as Deputy Director of the Qinghai Provincial Forestry Department and Deputy Director of the Forestry and Grassland Bureau. A month ago, the former Director of the Qinghai Provincial Forestry Department, Dang Xiaoyong, was under investigation. A year ago, Dan Zeng, Deputy Director of the Qinghai Provincial Forestry and Grassland Bureau, also turned himself in.
The forestry system in China is a territory of interest for Jiang Zehui, the cousin of former Chinese Communist Party leader Jiang Zemin. Jiang Zehui had close interactions with officials in the Qinghai Province and the Qinghai Provincial Forestry Department. So far in 2026, nearly ten officials in the forestry system have been investigated, including Zhang Jianlong, former Director of the State Forestry and Grassland Administration of the Communist Party of China.
According to a report from the National Commission for Discipline Inspection and Supervision of the Central Commission for Discipline Inspection, Du Haimin, former Party Committee Member and Deputy Director of the Qinghai Province Public Security Department, is suspected of serious violations of discipline and law. He voluntarily surrendered himself for investigation, as announced on the website of the Central Commission for Discipline Inspection.
Du Haimin, born in April 1964 in Qinghe, Hebei province, had a long career in Qinghai Province. He held various positions such as Deputy Director and Director of the Qinghai Forest Public Security Bureau, Deputy Director of the Qinghai Provincial Forestry Department, Party member, and Director of the Qinghai Forest Public Security Bureau. From January 2020 to May 2024, he served as a Party Committee Member and Deputy Director of the Qinghai Province Public Security Department.
One month ago, on April 1, 2026, Du Haimin’s former superior, Dang Xiaoyong, former Party Secretary and Director of the Qinghai Provincial Forestry Department, was also reported to be under investigation.
Dang Xiaoyong, of Hui ethnicity and born in June 1962, previously held positions such as Deputy Director of the Qinghai Provincial Forestry Bureau. From June 2011 to May 2018, he was the Party Secretary and Director of the Qinghai Provincial Forestry Department. He later became the Deputy Secretary and Deputy Director of the Qinghai Provincial Development and Reform Commission in June 2018, and then the Party Secretary and Director in June 2019. In June 2022, he became a counselor to the Qinghai Provincial Government.
A year ago, on April 29, 2025, Dan Zeng, Deputy Director of the Qinghai Provincial Forestry and Grassland Bureau, voluntarily turned himself in for investigation and was later expelled from the Party on October 9, 2025. Dan Zeng, of Tibetan ethnicity and born in March 1968 in Hualong, Qinghai, had previously served in various leadership roles within the province.
It is worth noting that the forestry system is a domain of interest for Jiang Zehui, the cousin of former Chinese Communist Party leader Jiang Zemin. Public reports indicate that Jiang Zehui had close interactions with officials in Qinghai Province and the Qinghai Provincial Forestry Department.
Jiang Zehui, originally a regular teacher at Anhui Agricultural University, rose to prominence through her cousin Jiang Zemin’s influence. She held various high-ranking positions within different forestry organizations in China. In various roles, she has contributed significantly to the field and currently holds prominent positions in forestry and related associations.
Back in January 2001, as Director of the Chinese Academy of Forestry, Jiang Zehui signed a cooperation agreement with Qinghai Province to establish the Qinghai Plateau Ecological Forestry Research Center, focusing on conservation efforts in the region.
Several officials in the forestry system have been investigated throughout 2026. On January 22, 2026, Zhang Jianlong, former Party Committee member of the Ministry of Natural Resources of the Communist Party of China, and former Director of the State Forestry and Grassland Administration, was also under investigation.
Zhang Jianlong had a prestigious career within the forestry sector, holding various roles within the national administration. His close professional relationship with Jiang Zehui has been documented in public reports, where they appeared together at multiple significant events.
In March 2026, Xu Xiaoying, former Deputy Chief Editor of the China Forestry Publishing House, was under investigation. On February 28, Wei Chunliang, former Party Committee member and Deputy Director of the Forestry Department in Guangxi Zhuang Autonomous Region, was also under investigation. On February 7, Chen Jiyong, Vice General Manager of Guangxi Forestry Group Co., Ltd., also fell from grace.
Further investigations in April 2026 revealed more cases of corruption in the forestry sector. Ma Chunping, former Deputy General Manager of Heilongjiang Forest Industry Group, was under investigation. Li Jun, former Deputy Secretary and General Manager of the Da Hinggan Ling Forestry Group Company of the State Forestry and Grassland Administration, was also under investigation. Additionally, Bin Junyi, former Party Committee member and Deputy Director of the Sichuan Provincial Forestry Department, faced investigation. Bin Junyi held senior positions within the forestry sector for over a decade.
