On December 25, 2025, a tragic incident occurred at a Taipei MRT station where 27-year-old Zhang Wen randomly attacked people, resulting in 4 deaths and 11 injuries, sparking panic in the society. In response, the Ministry of the Interior of the Republic of China has launched three apps, including “110 Video Report” to assist the public in self-protection during emergencies.
The Ministry of the Interior of the Republic of China posted on Facebook, “Download now! It’s essential for critical moments. Rely on preparation in crucial times.” They emphasized that some situations may not be forewarned, and by being prepared in advance, individuals can have peace of mind when emergencies occur.
The ministry advises people to prepare by downloading three essential apps: “110 Video Report” app, “Police Services” app, and “First Aid Vanguard” app, in advance.
The “110 Video Report” app allows for real-time location tracking to quickly locate the reporting position. It enables communication through text and video reporting, allowing for seeking help even when unable to speak. The app can also transmit live images for immediate assessment by the police, helping them identify the situation and dispatch forces promptly.
The “Police Services” app provides real-time information on air raid shelters, integrates the functions of the 110 Video Report app, and offers traffic and security information along with various online police services. The Ministry of the Interior mentions that with routine familiarity with the operation, Police Services can be easily utilized when needed.
The “First Aid Vanguard” app can receive reports of OHCA cases and provide CPR rhythm guidance. It assists in correct implementation and displays the patient’s location and real-time positioning and navigation of AED (Automated External Defibrillator). Moreover, it offers emergency medical tutorials for continuous learning, seizing the golden time and increasing the chances of survival.
The Ministry of the Interior emphasizes that these apps should not be thought of only when needed but should be prepared in advance so that one will not panic in crucial moments. Disaster prevention and safety do not rely on luck but on preparedness. It is recommended that individuals download these apps now and remind those around them to prepare as well.
