Jiangsu petitioner Yang Li is frequently detained for advocating for rights in Beijing. On October 15th, she was intercepted and detained upon her return from Beijing. She was only released on the 18th, but on the 19th, she was deceived out of her home again and detained once more.
Yang Li’s sister, Yang Caiying, told a reporter from Epoch Times, “Yang Li was returned home on the 18th at noon. That evening, Deputy Director Zhai Junkan of Binhu Police Station called my sister and asked her to go to the police station, but she ignored him. On the 19th, when the food delivery person came, Yang Li exchanged a few words with him before getting into his car. After that, her phone was unreachable. That evening, I received a call from Zhai Junkan, claiming my sister had caused trouble. On the night of the 20th, he said she was sent to a detention center.”
Yang Caiying said, “The food delivery personnel were from the local Jin Tan Xicheng Street Office Director Luan Liukang and the Jiangsu Public Security Bureau National Security Guard Qi Mingzhi. On the 15th, before my sister even reached Beijing, the street office director and the national security guard came to my house and said to my father, ‘You stay here alone, we’ll deliver food to you.’ This implies that they may have already decided to detain my sister and my mother in order to pressure us.”
Yang Li and her mother, Xu Dongqing, have been petitioning for issues such as illegal land acquisition and forced relocation by the government for over a decade without resolution. Both mother and daughter, who suffer from serious illnesses – Xu Dongqing has heart disease and Yang Li has kidney disease – have been repeatedly intercepted by authorities, preventing them from going to Beijing for medical treatment and petitioning.
On October 10th, Xu Dongqing went to Beijing to petition and was detained by Jin Tan Public Security Bureau. On the 12th, Deputy Director Zhai Junkan of Binhu Police Station delivered a detention notice to the family, stating, “Detain for three days first, and the further handling will be decided in a leadership meeting.” Xu Dongqing remains in custody.
“My sister was detained for my mother’s sake,” said Yang Caiying. “She went to Beijing on the 15th to petition and was taken to Jiujing Zhuang where she was out of contact for a while. It turned out that Ni Weibing from Jin Tan’s Beijing office brought in thugs to kidnap her to Binhu Police Station in Jin Tan. At the police station, my sister, feeling unwell and dizzy, requested medical attention, but no one paid attention to her. Zhai Junkan forcefully brought a phone close to my sister, claiming my mother was treated very well in the detention center.”
Currently residing in Japan, Yang Caiying feels helpless witnessing the prolonged persecution of her mother and sister, and is forced to seek help from the media.
Epoch Times contacted Li Bin, the director of Jin Tan Binhu Police Station, but the call went unanswered and was transferred to voicemail.
Epoch Times also tried to contact Qi Mingzhi, the national security guard at the Wenzhou Public Security Bureau, but the call could not be connected.
