Sichuan Visiting Migrant Kidnapped and Beaten, Detained for 7 Days After Reporting to Police

Sichuan petitioner Liang Qianwen, who works in Beijing, was abducted by stability maintenance personnel during the Two Sessions period on March 6 and taken back to Sichuan. She was beaten and injured in multiple places on the way. After reporting the incident to the police, they said, “If you hadn’t reported it, this would’ve been fine, because you reported it, that’s why we detained you.” Liang Qianwen was subsequently administratively detained for 7 days.

Liang Qianwen, a 55-year-old woman from Dazhu County, Sichuan Province, began petitioning due to the lack of compensation for local land acquisition and frequent suppression by the local government.

On March 6, Liang Qianwen was kidnapped by seven or eight unidentified individuals while waiting at a red light at the Jianguomen East subway station in Fengtai District. She was forcibly dragged into a Beijing-licensed van and taken back to Sichuan, where she was continuously attacked by the thugs en route, resulting in serious injuries to her head, breasts, arms, thighs, buttocks, and other parts of her body. The attackers claimed to be acting on the instructions of provincial, municipal, and local leaders. She was then brought back to Yulin Community in Dazhu County, Sichuan province overnight.

After the incident, Liang Qianwen immediately called 110 in Beijing to report the incident. Police officers from the Fengtai Sub-bureau of the Beijing Public Security Bureau informed her that this matter was carried out by the Sichuan Provincial Office in Beijing, local leaders, and public security departments. She was advised to go to the scene to secure evidence. She also called the 12345 hotline in Beijing and the 12345 government hotline in Dazhou, Sichuan Province, to report the situation, and was told to report the incident promptly and seek medical attention.

Back in Dazhu County, Liang Qianwen sought help from the police station. When the police arrived, they found her with bruised and swollen face, severely congested eyes, and injuries all over her body. She was taken to the hospital for emergency medical treatment, but plainclothes police officers interfered with her medical examination at the hospital, preventing her from undergoing a proper check-up and hospitalization. Subsequently, plainclothes police officers forcibly took her to the police station under the pretext of preparing records, and the case handlers openly told Liang Qianwen, “If you hadn’t reported it, we weren’t planning to detain you. It’s because you reported it that we detained you.”

Liang Qianwen told a reporter from Epoch Times, “I was beaten to the point where my face was swollen, my vision was blurred, my body was covered in bruises, and I was in unbearable pain. I am a complete victim, but reporting for justice not only did not receive protection but also faced even worse retaliation and detention!”

On the morning of March 19, Liang Qianwen went to the Yangqiao Police Station in Fengtai District to obtain surveillance evidence from the kidnapping scene. Policeman Wu Zheng said it was done by the provincial and municipal governments and the public security department and refused to accept the case. She angrily said, “Kidnapping, robbery, and assault are all criminal acts, and the Yangqiao Police Station actually issued a notice stating that it’s an administrative case not accepted!”

Ma Bo, a long-term petitioner in Beijing, said, “Forcibly kidnapping in broad daylight, openly committing violence, and being detained after reporting to the police, who gave them this power? Law enforcement officers openly trample on the law, oppress the people, where is the dignity of the law!”

Recently, Liang Qianwen reported the relevant responsible persons of the case by name to the Commission for Discipline Inspection and Supervision, the procuratorate, the public security inspection department, including He Changhua, the county mayor of Dazhu County, Li Liang, the director of the Dazhu County Public Security Bureau, the Sichuan Provincial Office in Beijing, and the Fengtai Sub-bureau of the Beijing Public Security Bureau, demanding a thorough investigation of the case according to law, severe punishment for the black forces and their backstage protectors, holding accountable for abuse of power, unlawful detention, intentional harm, and retaliatory actions, and restoring justice to the citizens!
