Chen Yulong, Director of Jilin Provincial Finance Department, Under Investigation

On November 24th, the Jilin Provincial Commission for Discipline Inspection and Supervision of the Communist Party of China announced that Chen Yulong, the Secretary of the Party Leadership Group and Director of the Provincial Finance Department, is suspected of serious violations of discipline and law. He has taken the initiative to confess to the problems and is currently undergoing disciplinary review and supervision investigation by the commission.

Public records show that Chen Yulong, born in July 1973, started working in July 1994. He graduated from Jilin University with a major in Business Administration and holds a Master’s degree in Management.

Chen Yulong has long been working in the financial system within Jilin Province, with previous positions including Vice General Manager and Operations Director of ICBC Asia (Vice President level of a provincial bank), Deputy Head and Party Committee Member of the Jilin Branch of Industrial and Commercial Bank of China, President and Deputy Secretary of the Party Committee of Northeast Asia International Financial Investment Group Co., Ltd. in Jilin Province, and President and Deputy Secretary of the Party Committee of Jilin Financial Holdings Group Co., Ltd.

In February 2018, Chen Yulong was appointed as the President of Jilin Bank and Deputy Secretary of the Party Committee. In November 2019, Zhang Baoxiang, who was then the Secretary of the Party Committee and Chairman of Jilin Bank, was investigated. Chen Yulong, who was the President at the time, also assumed the position of Chairman.

In December 2021, Chen Yulong was transferred to be a Standing Committee member of the Changchun Municipal Committee, and later served as Deputy Mayor of Changchun and Secretary of the Party Working Committee of Changchun New Area.

In April 2023, Chen Yulong was appointed as the Director of the Jilin Provincial Finance Department and Secretary of the Party Leadership Group until the recent investigation.
