Huo Chunhua’s three former subordinates fell in succession within half a month.

From April 2nd to 16th, 2026, within half a month, three officials from Guangdong and Tibet were investigated in China. They are Cai Jiahua, a former first-class inspector of Dongguan City, Guangdong Province, Ding Yexian, former Deputy Director of the Tibet Autonomous Region People’s Congress Standing Committee, and Xiao Chuanjiang, former Deputy Minister of the Tibet Party Committee Propaganda Department. Among them, Xiao Chuanjiang is a former colleague of Hu Chunhua, the current Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), in Guangdong and Tibet. Xiao Chuanjiang is also a fellow Hubei province native with Hu Chunhua.

On April 16th, 2026, the official website of the Central Commission for Discipline Inspection and the National Supervisory Commission of the Communist Party of China (CPC) reported that Xiao Chuanjiang, Deputy Minister of the Tibet Autonomous Region Party Committee Propaganda Department, Secretary of the Party Group of the Autonomous Region’s Department of Culture and Tourism, and Deputy Head of the Department, is under investigation for suspected serious violations of discipline and law.

Xiao Chuanjiang, born in April 1966 in Xiantao, Hubei Province, graduated with a degree in Mathematics from Hubei University. He has held various positions in Tibet, including Deputy Director of the Economic Strategic Research Institute of the Tibet Autonomous Region Academy of Social Sciences, Director of the Research Office of the Autonomous Region Government Office, Deputy Secretary General of the Region Government, Deputy Secretary of the Shannan Prefecture Party Committee, and various other roles.

Xiao Chuanjiang and Hu Chunhua, a former member of the Political Bureau of the CPC Central Committee and current Vice Chairman of the CPPCC, have connections through their shared background in Hubei and their career paths intersecting in the Tibetan political arena. Hu Chunhua hails from Wufeng, Hubei.

Hu Chunhua served in Tibet from 2003 to 2006 in various capacities, including Vice Secretary of the Tibet Autonomous Region Party Committee and Deputy Chairman of the Autonomous Region Government. Xiao Chuanjiang, on the other hand, served as Secretary of the Research Office of the Autonomous Region Government Office and Deputy Secretary General of the Region Government during Hu Chunhua’s tenure in Tibet.

Furthermore, Hu Chunhua and Xiao Chuanjiang both worked in the Shannan region of Tibet. While Hu Chunhua served as Deputy Secretary and Commissioner of the Shannan Prefecture Party Committee from 1995 to 1997, Xiao Chuanjiang held the position of Deputy Secretary (Bureau-level) of the Shannan Prefecture Party Committee from January 2011 to December 2012.

On April 12th, 2026, Ding Yexian, former Deputy Secretary and Deputy Director of the Communist Party Committee of the Tibet Autonomous Region People’s Congress Standing Committee, was investigated.

Ding Yexian, born in October 1960 in Yanggu, Shandong Province, has been working in the Shannan region of Tibet since 1978. He held various positions in the finance sector of the Tibet Autonomous Region before his investigation.

Cai Jiahua, a former first-class inspector in Dongguan City, Guangdong Province, was also reported to be under investigation on April 2nd, 2026.

Cai Jiahua, who had a long career in Dongguan City, held positions such as Director of the Personnel Bureau Office, Deputy Secretary General of the Municipal Party Committee, and Director of the Municipal Party Committee Inspection Office. He also served as the Secretary of the Linzhi County Party Committee in Tibet from April 2010 to June 2013.

After Hu Chunhua’s tenure as Secretary of the Guangdong Provincial Committee from 2012 to 2017, Cai Jiahua was promoted to various roles within Guangdong, including becoming the Vice Mayor of Foshan City in August 2016. Their close interactions were observed during their time together in Tibet and Guangdong.

In recent years, Hu Chunhua’s purview over Tibet, Inner Mongolia, and Guangdong provinces has been marked by purges of officials he once promoted and trusted. The downfall of Ma Xingrui, former Governor of Guangdong and member of the Political Bureau of the CPC Central Committee, on April 3rd, 2026, has raised concerns that more individuals, including high-ranking officials who were under Hu Chunhua’s influence, may be implicated in ongoing investigations.
