Person with knowledge: Shaoyang Public Security Bureau director shot, allegedly involved in sexual assault of subordinate’s wife.

On October 1st of this year, a shooting incident occurred at the Public Security Bureau in Shaoyang City, Hunan Province, where Deputy Mayor and Director of the Public Security Bureau, Li Changyue, was shot by his subordinate, Duan Peng. Previous reports suggested that the two had conflicts over promotion matters, but new information obtained by Epoch Times from within the public security revealed that a business owner had funded Duan Peng to bribe Director Li Changyue for promotion. However, when Duan Peng’s wife went to deliver the money, she was raped, and Duan Peng did not receive the promotion, leading to the tragic incident.

According to reports from Hong Kong media and social media sources, on the 75th anniversary of the founding of the People’s Republic of China (October 1st), during a flag-raising ceremony at the Public Security Bureau, Director Li Changyue was suddenly shot, resulting in severe injuries and uncertain fate. The shooter was Duan Peng, the deputy commander of the Special Police Second Squadron of the Patrol and Special Police Brigade of the Bureau, who fired several shots, including two at the Director, before committing suicide.

Sources within the Shaoyang local public security revealed on October 24th that the incident involved new details. Duan Peng, originally from Huayuan Town, Dongkou County, Hunan, had previously been a police officer in Dongkou County. He gained recognition after winning second place in a national police fighting competition and was subsequently transferred to the Shaoyang City Public Security Bureau, where Li Changyue was later appointed as the Director. There were long-standing disagreements between Duan Peng and Director Li due to various incidents where their opinions clashed.

Duan Peng, born in 1987, held the rank of deputy battalion commander in the Special Patrol Police Brigade, but needed to be officially promoted soon due to his age. Wanting to expedite his promotion, with the backing of a local businessman in Dongkou, Duan Peng planned to offer gifts to advance his career. A boss contributed 800,000 RMB for Duan Peng to present to Li Changyue. However, complications arose during the gift-giving process.

Duan Peng sent his wife to deliver the money, and Li Changyue, upon seeing her, accepted the gift and even sexually assaulted her. Despite this, Duan Peng did not receive the promotion, leaving him unable to explain the situation to his wife and the investor. Feeling cornered, Duan Peng, a few days before the incident, posted cryptic messages on WeChat, indicating his frustration. Unfortunately, his attempt to communicate through the social media platform went unnoticed or ignored by those who saw it, ultimately leading to the tragic outcome.

The informant explained why Duan Peng chose to shoot on October 1st, stating that he likely wanted to amplify the incident, as it was a day when he had access to weapons, specifically a Type 92 pistol with fifteen rounds of ammunition.

The informant further disclosed that the Ministry of Public Security dispatched personnel after the incident, and thorough information lockdowns were implemented locally. While the situation has since subsided, those involved, especially the Shaoyang public security officials who saw Duan Peng’s messages, will likely face repercussions for not taking the warning signs seriously.

With the economic downturn and escalating social conflicts in China, many individuals facing hopelessness are resorting to extreme measures. The informant mentioned that there are millions of unmarried individuals in China facing financial insecurity, unemployment, divorce, inability to pay mortgages, and a bleak future. These circumstances, coupled with the government’s promotion of hatred and an increasingly hostile atmosphere, are contributing to a rise in such violent incidents, especially during holidays and important events.

Public records indicate that Li Changyue, the Director of the Shaoyang City Public Security Bureau, is 52 years old and previously worked in the Chenzhou public security system before transferring to Shaoyang in 2021. Duan Peng, on the other hand, served as the deputy battalion commander of the Special Police Second Squadron of the Shaoyang Public Security Bureau and was born in December 1987. He graduated from the Hunan Police Academy and was once honored with the title of “Outstanding Young Policeman” in the national public security system.

As of the latest report by Epoch Times on October 25th, there have been no official announcements from the Chinese authorities regarding the incident. Information related to the case has been restricted, but Duan Peng’s profile on Baidu Baike has not been removed.
