On September 3rd, the military parade training of the Chinese Communist Party will take place in Beijing. Since early August, various security measures have been implemented in Beijing, with the brunt felt by petitioners who are facing challenges whether they are in Beijing or coming from other places. They must be cautious at all times to safeguard their personal freedom and safety.
Lu Junling, a petitioner from Shapingba District of Chongqing, posted a message on the social media platform WeChat on August 10th, stating that he and another petitioner, Zhang Yanyu, were illegally intercepted at a highway service area. Lu Junling and Zhang Yanyu were traveling by bus from Chongqing to Tongnan. When they reached the highway service area, two men in black claiming to be personnel from Shapingba Police Station and a woman claiming to be from Shapingba Street Office forcibly dragged Zhang Yanyu off the bus, alleging that she was disrupting public order. This incident resulted in minor injuries and abrasions to her body.
Lu Junling demanded that they provide evidence of how Zhang Yanyu disrupted public order, including when and where the incident occurred, in what manner the disruption took place, and what consequences ensued, but the individuals could not provide a response. It was simply an unjustified illegal interception and restriction of personal freedom.
Xu Tingfen, a petitioner from Chongqing, posted a message in a WeChat group on the morning of August 10th about her intention to travel to Sichuan. Shortly after, police officers from the Shimaxihe Police Station in her jurisdiction visited her home and inquired, asking why she was planning to travel and at what time.
Xu Tingfen expressed her frustration, stating, “They are afraid, but not solving the problems. They fear our movements and constantly refer to the government. I have legally fought for my property rights for twenty-two years, with legal basis, legal support, factual evidence, and national legal documents to back me up. The Jiangbei District government has unlawfully delayed resolving the issue, so who is acting unlawfully?”
Hu Shifang, a petitioner from Dadukou District of Chongqing, reportedly went out for travel on August 10th and was reportedly forcefully taken away by unidentified individuals, with her whereabouts currently unknown.
Meanwhile, Chen Guifang, a petitioner from Chongqing currently in Guangdong, is facing strict control from the authorities in Fuling District of Chongqing. On August 9th, security personnel in Fuling District of Chongqing called the Yapojiao Police Station in Hudong County, Guangdong, presumably concerned about Chen Guifang’s potential trip to Beijing at that time, leading to a police officer visiting to review Chen Guifang’s petition materials.
Chen Guifang remarked, “The corrupt elements in Fuling District of Chongqing are overreaching! They fear my journey to Beijing. I will buy a ticket to Beijing shortly. The corrupt individuals in Fuling fear being accused by innocent citizens and will certainly face the consequences!”
Liu Jie, a disabled former military officer from Shandong Yantai, and his wife, Fu Haixia, encountered a forced summon by eight police officers from Majiabao Police Station in Fengtai District of Beijing on the pedestrian walkway in Majiabao on the afternoon of August 9th.
At 4:27 pm on the same day, Liu Jie’s sister filed a report to the Beijing Public Security Bureau, and a few minutes later, the police officers from Majiabao Police Station responded to the report, declining to disclose their names and badge numbers and displaying a hostile attitude.
By the evening, Liu Jie had been released, but Fu Haixia was forcefully taken to the Fengtai District Law Enforcement and Case Handling Center in Fengtai District of Beijing on suspicions of “infringing on citizens’ personal information,” limiting her personal freedom from that point onwards.
As of 4 pm on August 10th, Fu Haixia had been under restricted personal freedom for more than 24 hours, yet her family had not received any formal detention notice or legal documentation detailing the enforced measures.
On August 10th, Liu Jie lodged an urgent supervisory application with the Fengtai District Procuratorate in Beijing, citing Articles 117 and 118 of the Criminal Procedure Law stipulating that the maximum duration for summons and detention should not exceed 24 hours. If personal freedom continues to be constrained beyond this limit, it must be lawfully converted to criminal detention, bail pending trial, or residential surveillance as mandated by law; otherwise, it constitutes illegal detention. The actions of Fengtai Sub-Bureau of Beijing Public Security Bureau potentially severely violated relevant legal provisions.
He demanded that the Fengtai District Procuratorate in Beijing immediately dispatch representatives to the Fengtai Sub-Bureau Case Handling Center to verify the legal basis for Fu Haixia’s current detention and review the relevant legal documents. Any unauthorized restriction on personal freedom must be promptly lifted, procedural legal advice be given to those responsible for non-compliance with the law or investigations be initiated.
One petitioner posted online, stating, “Fu Haixia is being labeled as such for speaking out against the black society criminals on behalf of her husband. To what extent has she infringed on citizens’ personal information? Is it severe enough to warrant criminal summons? Let the rights defenders see!”
At 12 pm on August 6th, Han Daqian, a petitioner from Yantai, Shandong, was forcibly taken away by interceptors from Yantai at the entrance of the National Petition Bureau in Beijing and has since lost contact.
Han Daqian’s visit to Beijing was prompted by the accidental death of his child, Han Mingshu, a freshman at Nanshan College in Longkou City, Yantai, who drowned tragically during an outing with classmates at the beach under suspicious circumstances. In pursuit of the truth surrounding his son’s death, Han Daqian resorted to petitioning in Beijing. Prior to this, he had been unlawfully detained and physically assaulted by Yantai interceptors. The current situation following his recent interception remains unclear.
