Corruption Investigation into Hainan Discipline Inspection Commission Official Chen Xiaobo, 46 Middle-level Cadres Fall from Power This Year

On Thursday (October 10th), the Chinese Communist Party (CCP) officially announced that Chen Xiaobo, a senior official in Hainan Province, is under investigation. With this latest case, a total of 46 senior officials at the central level have been investigated this year, making it the year with the highest number of fallen central-level officials since the 18th National Congress of the CCP.

October 10th, the Central Commission for Discipline Inspection of the Communist Party of China and the National Supervisory Commission announced on their website that Chen Xiaobo, the Deputy Secretary of the Hainan Provincial Commission for Discipline Inspection and the Deputy Director of the Provincial Supervisory Commission, is suspected of serious violations of discipline and law, and is currently undergoing disciplinary review and supervisory investigation by the Central Commission for Discipline Inspection and the National Supervisory Commission.

According to his public resume, Chen Xiaobo was born in Zhangshu, Jiangxi Province in November 1965, and began working in July 1988.

Chen Xiaobo has worked in Hainan for a long time, holding positions such as Deputy Secretary of the Qiongshan District Committee of Haikou City, Secretary of the Discipline Inspection Commission, Deputy Minister of the Organization Department of the Haikou Municipal Party Committee, Deputy Minister of the Organization Department of the Municipal Party Committee and Director of the Party History Research Office (at the department level), District Head and Secretary of the District Committee of Xiuying District, County Head (at the deputy department level) of Chengmai County, Secretary of the County Committee of Tunchang County (at the deputy department level), and Secretary of the Municipal Committee of Wenchang City.

Since 2017, Chen Xiaobo has served as the Deputy Secretary of the Hainan Provincial Commission for Discipline Inspection until his recent downfall.

The “traitors” within the CCP continue to be investigated. Qiu Daming, the Deputy Secretary of the Jilin Provincial Commission for Discipline Inspection and the Deputy Director of the Provincial Supervisory Commission, Chen Yuxiang, the Deputy Secretary of the Hebei Provincial Commission for Discipline Inspection and the Deputy Director of the Provincial Supervisory Commission, and Zhang Ping, the Deputy Secretary of the Guizhou Provincial Commission for Discipline Inspection and the Deputy Director of the Provincial Supervisory Commission, were all investigated directly by the Central Commission for Discipline Inspection and the National Supervisory Commission.

In addition, with Chen Xiaobo’s downfall, the number of central-level officials investigated publicly by the CCP Central Commission for Discipline Inspection and the National Supervisory Commission this year has risen to 46, surpassing the total of 45 for the entire year of 2023. According to previous reports in mainland Chinese media outlets, 2023 saw the highest number of fallen central-level officials since the 18th National Congress of the CCP.

The downfall of Chen Xiaobo signifies that this year has become the year with the most central-level officials fallen since the 18th National Congress of the CCP.
