On January 6, 2026, former Deputy Governor of Gansu Province, Zhao Jinyun, was sentenced for bribery and insider trading. He was found guilty of accepting bribes and engaging in insider trading during his tenure, resulting in a 15-year prison sentence and a fine of 3.5 million Chinese yuan. Zhao Jinyun was investigated while in office last October.
The Tianjin Second Intermediate People’s Court publicly announced the verdict of Zhao Jinyun, former Deputy Governor of Gansu Province, on January 6. He was sentenced to 15 years in prison and fined 3.5 million yuan.
According to the court, from the first half of 2005 to October 2024, Zhao Jinyun, while holding positions such as Deputy Director of the Land Conservation Department of Gansu Provincial Department of Land and Resources, Vice General Manager of Gansu Highway Aviation Tourism Investment Group Co., Ltd., Chairman of Gansu Airport Operation and Management Co., Ltd., Deputy Secretary and Mayor of Dunhuang City Committee of Gansu Province, Member and Deputy Director of the Development and Reform Commission of Gansu Province, Party Committee Secretary, Deputy Director, and Director of the Taxation Bureau of Gansu Provincial Taxation Bureau of the State Administration of Taxation, Party Committee Secretary, and Director of the Taxation Bureau of Shaanxi Provincial Taxation Bureau of the State Administration of Taxation, abused his powers and positions to provide assistance in project contracting, mining rights application, tax-related matters, and job adjustments to relevant units and individuals. He illegally accepted goods and money totaling over 54.09 million yuan.
From June 2018 to March 2022, Zhao Jinyun used insider information obtained during his work to purchase related stocks through securities accounts controlled by himself and his acquaintances, with a total transaction amount exceeding 7.02 million yuan. After selling the stocks, Zhao Jinyun illegally profited over 300,000 yuan.
On October 25, 2024, Zhao Jinyun was officially investigated, becoming the 50th high-ranking official to be publicly reported as such since last year. On April 23, 2025, Zhao Jinyun was dismissed from public office, had his membership in the Chinese People’s Political Consultative Conference revoked, and was transferred for judicial actions. On May 9 of the same year, Zhao Jinyun was arrested.
Public records show that the 59-year-old Zhao Jinyun served long term in Gansu Province, working at the Gansu Provincial Land Management Bureau and Department of Land and Resources. In 2018, he served as the General Manager of Reader Publishing Group Co., Ltd., and by the end of 2022, he held the position of Deputy Governor of Gansu Province.
