On December 19th, 2025, a topic labeled “16-year-old girl bullied by multiple people until depression” briefly became the third trending topic on Weibo. The issue of bullying in schools has once again sparked public attention.

On December 17th, Ms. Ma from Jiamusi, Heilongjiang province, told Jimo News that her younger sister attends Jiamusi Huanan County Comprehensive Vocational Education Center School. Around 11:40 a.m. on November 14th, she was called out to a local forest park by classmates only to be met by 12 similarly aged students.

These 12 individuals, including classmates and students from other schools, subjected her sister to physical assault and insults, with one girl, Qi Mouting, repeatedly hitting and humiliating her. In freezing temperatures, they even forcibly removed her sister’s top while other bystanders not only did not intervene but continued to mock, film, and spread the incident through WeChat.

Ms. Ma stated that the actions of Qi Mouting and others have caused serious physical and emotional harm to her sister. The bullying video circulated widely in the school, during which her sister’s phone, valued at approximately 4,000 yuan, was stolen (recovered by the police in the park after intervention). Currently, her sister is being treated for depression and anxiety at the Jiamusi City Mental Health Hospital.

The report mentioned that the diagnosis from Huanan County People’s Hospital provided by Ms. Ma showed that her sister suffered from: scalp abrasions, facial bruises, anxiety and depression, and superficial bruises on the lower limbs, recommending hospitalization.

The involuntary hospitalization admission notice from the Jiamusi City Mental Health Hospital indicated that Ms. Ma’s sister was diagnosed with anxiety and depression, with the main symptoms being: causing physical health damage or endangering life due to other cognitive disorders.

Ms. Ma stated that none of the 7 bullies have apologized to her sister post-incident nor offered any compensation. She reported the incident to the Huanan County Education Bureau but received no response. Consequently, she escalated the matter to higher authorities, where she was informed that the Huanan County Education Bureau has acknowledged the incident.

In the afternoon of December 18th, Jimo News reporters contacted Huanan County Comprehensive Vocational Education Center School, where a staff member claimed no knowledge or information on the issue of bullying among students. A phone call to Vice Principal Zhang of the school was cut off as she mentioned being in a car and unable to talk.

Subsequently, when Jimo News reporters called the Huanan County Education Bureau, the receptionist also stated ignorance of the incident, mentioning the need to consult the security department. On the afternoon of the 18th, the reporter received a callback saying the incident involves minors, making it inconvenient to disclose specific details, then hung up.

Following the police report, administrative penalties were handed to the 7 students involved in the bullying.

According to administrative penalty decisions for Qi Mouting, she was sentenced to 15 days of administrative detention and a fine of 500 yuan. However, due to her being a minor of 15 years, the administrative detention was not executed. Similar decisions were made for the other participants in the bullying, all under 18 years old, hence the non-implementation of the administrative detention.

On December 19th, Jimo News contacted the Huanan Sub-Bureau Xinlin Police Station, where a staff member confirmed handling the case in November but stated not being the investigating officer and therefore unsure of the specifics.

After this incident came to light, it once again raised concerns among the public regarding school bullying.

The headline author and Weibo influencer “Ma Yanming” questioned, “7 students involved were exempt from administrative detention due to being minors. Aren’t these individuals being corrected?”

Video blogger and Weibo influencer “Yuan Zhezhi” expressed that a 16-year-old girl being physically attacked and humiliated by multiple individuals in a park in freezing conditions, with the video being circulated, and 7 perpetrators escaping administrative detention due to being “minors” raises concerns. Legal protection for juvenile offenders should not lead to secondary harm to the victims and become an “exemption card.”

The blogger argued that fundamentally, it redefines the “cost,” where the perpetrators face too low a cost while the victim is left to heal for a lifetime; depression is not a minor emotional issue but a severe mental trauma. “Discipline can adjust based on age, but education and societal restoration must not be absent for a moment.”

Emotional blogger “Cai Fumei666” pointed out several distressing aspects of this bullying incident:

Firstly, there’s a sense of “punishment, yet it feels like there’s none.” Although the police decided on administrative detention and fines for the bullies, none of it was practically implemented due to their age under 18. While it aligns with the law’s protection of minors, the results make it difficult for the victim’s family to perceive fairness, maybe creating a notion that being a minor is a “get-out-of-fine card.”

Secondly, there has been no apology or compensation yet. Post-incident, the 7 bullies failed to apologize or offer any compensation. While the traumatized girl undergoes physical and mental healing in the hospital, the perpetrators act as if nothing happened, causing a second injury to the victim.

Lastly, the school’s response is disheartening. School staff outright claimed no knowledge or awareness of the situation. This evasion and cover-up attitude not only fail to address the issue but might also perpetuate a toxic environment.
