Former Assistant General Manager of China General Technology Group, Li Kequan, surrendered to authorities on April 10, 2026. Li Kequan had served as the assistant to the former General Manager of China General Technology Group, Li Dang, for nearly a decade.
Li Dang had been re-elected as the Vice Chairman of the China Democratic National Construction Association (民建) for three consecutive terms. In recent months, there had been unusual activities surrounding his current Vice National Leader and the current Chairman of the民建 Central Committee, and the Deputy Chairman of the National People’s Congress, Hao Mingjin, had been notably absent from high-level meetings and also missed the two major meetings held in March 2026.
On April 10, 2026, according to reports from the disciplinary inspection and supervision team stationed at China General Technology Group and the Hubei Provincial Discipline Inspection Commission, Li Kequan, the former assistant general manager of China General Technology (Group) Holdings Limited, voluntarily surrendered to the authorities to cooperate with an investigation into serious violations of duty.
Li Kequan, born in October 1955, is currently 71 years old. He had previously held positions such as Vice Director and Director of the International Bidding Department of China Technology Import and Export Corporation, Vice General Manager, and General Manager of Demas Company in Germany, General Manager of General Technology Group’s European Company, and General Manager of Demas Company in Europe.
From April 2008 to January 2018, Li Kequan served as the Assistant General Manager of China General Technology (Group) Holdings Limited, assisting the group in daily management and strategic planning. He was relieved of his duties in January 2018.
China General Technology (Group) Holdings Limited, commonly known as General Technology Group, is a significant state-owned enterprise under the Communist Party of China, established on March 18, 1998. Its main business covers advanced manufacturing and technical services, pharmaceuticals, healthcare, trade, and engineering services, with a registered capital of 7.5 billion yuan and an annual revenue of approximately 300 billion yuan in 2025.
Li Kequan had been the Assistant General Manager of General Technology Group from April 2008 to January 2018, assisting the then-General Manager, Li Dang, for nearly a decade.
Li Dang, a female born in October 1956 in Hefei, Anhui, and a descendant of the late Qing dynasty statesman Li Hongzhang, had held various positions before becoming the Chairman of the民建 Central Committee. She currently serves as the President of the China Association of Women Entrepreneurs.
It was reported that Li Kequan had accompanied Li Dang to various public events in his capacity as the Assistant General Manager of General Technology Group. For instance, in April 2016, he accompanied Li Dang to the field dispatch of the General Technology emerging company. In February 2017, he was with Li Dang when they met with the Mayor of Zhuhai to discuss international hospital cooperation projects.
Li Dang had joined the民建 in September 1992 and had held several positions within the organization, including Vice Chairman of the Shaanxi Provincial Committee of民建, Central Committee member, and Vice Chairman for multiple terms. She had also been a delegate to the National People’s Congress and a member of the National Committee of the Chinese People’s Political Consultative Conference.
Li Dang had worked closely with the current Chairman of the Central Committee of the民建, Hao Mingjin, for many years.
On October 30, 2025, a commentator known for exposing high-level movements within the Communist Party of China, Jiang Wang, posted on a certain platform, alleging that Hao Mingjin, the Chairman of the民建 Central Committee, and the Executive Vice Chairman, Qin Boyong, were under investigation. Vice Chairman Shen Jinqiang was said to be cooperating with the investigation, marking a significant case.
According to the official website of the National People’s Congress, Hao Mingjin had been absent from meetings of the Standing Committee of the National People’s Congress and the Chairman’s meeting since October 2025. During the same period, Qin Boyong, the Executive Vice Chairman of the民建 Central Committee and Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference, was also missing from high-level meetings.
During the two sessions of the Communist Party of China held from March 4 to 12, 2026, Hao Mingjin was entirely absent. Interestingly, before and after the two sessions, Hao Mingjin had attended the opening ceremony of the Fourth Plenary Session of the Twelfth Term of民建 on January 5, 2026, and chaired the fourteenth meeting of the Central Executive Committee of民建 on March 25, 2026.
Hao Mingjin, born in December 1956 in Jiaxiang, Shandong, had held various leadership positions before becoming Chairman of the Central Committee of the民建. Prior to his chairmanship, he had served as Vice Chairman and Executive Vice Chairman of the Central Committee. In 2018, he was appointed Vice Chairman of the Standing Committee of the Thirteenth National People’s Congress, achieving a deputy state-level position. He was re-elected as the Chairman of the Central Committee for the Twelfth Term and as Vice Chairman of the Fourteenth Standing Committee of the National People’s Congress.
