On December 21, 2025, American envoy Steve Witkoff announced on social media platform X that representatives from the United States, Egypt, Qatar, and Turkey held a meeting in Miami, Florida on Friday to evaluate the implementation of the first phase of the Gaza plan and discuss the progress of the second phase agreement.
The joint statement highlighted the progress made in the first phase, which included expanding humanitarian assistance, repatriating the bodies of hostages, partial military withdrawals, and reducing hostile actions.
The first phase of the Gaza peace plan proposed by the United States took effect on October 10, involving a ceasefire; the Israeli military in Gaza retreating to an agreed-upon yellow line while Israel retained control over 53% of the Gaza Strip; Hamas releasing all surviving hostages and returning the bodies of all deceased hostages.
The second phase agreement of the Gaza peace plan has not yet begun. In this phase, with the establishment of the transitional authority in Gaza and the deployment of multinational security forces, Israel will further withdraw its troops, Hamas will be disarmed, and reconstruction efforts in Gaza will commence.
During the meeting on Friday, besides assessing the implementation of the first-phase agreement, representatives also discussed the advancement of the second-phase agreement.
“In discussions concerning the second phase, we emphasized the establishment of a governing body in Gaza, operating under a unified Gaza authority to protect civilians and maintain public order,” stated the joint declaration.
The representatives also discussed regional integration measures, including trade facilitation, infrastructure development, cooperation in energy, water resources, and other shared resources, which are seen as crucial for the revival, regional stability, and long-term prosperity of Gaza.
The attendees expressed support for establishing a peace committee in the near future and making it operational as a transitional administrative body responsible for civil, security, and reconstruction work.
“We reviewed the next steps for the phased implementation of the comprehensive Gaza peace plan, emphasizing the importance of cooperation with Gaza local authorities and international partners, advancing in sequence, coordinating, and ensuring effective supervision,” the joint statement specified.
“We reaffirm our complete commitment to the overall content of President Trump’s 20-point peace plan and call on all parties to fulfill their obligations, exercise restraint, and cooperate with relevant oversight arrangements. In the coming weeks, further consultations will continue to drive the implementation of the second phase.”
