On Monday, December 9th, Zhang Xin, the Vice Governor of Guangdong Province, was dismissed from his position and his qualifications as a representative to the Provincial People’s Congress were simultaneously terminated. Zhang Xin had previously served as the Deputy Director of the State Administration of Foreign Exchange of the Communist Party of China.
In the afternoon of December 9th, the 14th Standing Committee of the 14th Guangdong Provincial People’s Congress convened. During the meeting, Zhang Xin was removed from his role as Vice Governor of Guangdong Province, and his qualifications as a representative to the 14th Provincial People’s Congress were revoked.
According to the official website of the Guangdong Provincial government, during his tenure as Vice Governor of Guangdong Province, Zhang Xin was responsible for commerce, ports, free trade zones, finance, and supply and marketing cooperatives. He was in charge of the Provincial Department of Commerce, supply and marketing cooperatives, and the Trade Promotion Association.
Zhang Xin, born in December 1967 in You County, Hunan Province, had previously worked at the World Bank’s Financial Market Development Bureau. After returning to China in 2001, he served as a member of the Planning and Development Committee of the China Securities Regulatory Commission and Deputy Director (Deputy Bureau level) of the Listed Company Supervision Department.
Starting in 2004, Zhang Xin worked at the People’s Bank of China, where he held positions such as Director of Financial Stability Department of the People’s Bank of China, Deputy Director and Deputy Secretary of the Party Committee, and Director of the Labor Union, as well as Branch Manager of the Shanghai Office.
In June 2017, Zhang Xin was appointed Deputy Director and Member of the Party Group of the State Administration of Foreign Exchange of the Communist Party of China.
In January 2020, Zhang Xin was transferred to the position of Vice Governor of Guangdong Province. In February of this year, it was reported publicly that Zhang Xin also concurrently served as the Director of the Office of the Financial Committee of the Guangdong Provincial Party Committee and the Secretary of the Provincial Party Committee’s Financial Work Committee.
