A collapse accident occurred at a project in Jinxiang County, managed by China Grain Reserves Corporation, resulting in at least 6 fatalities.
According to reports from Chinese state media, on December 4th, authorities in Jining City, Shandong Province, were informed that on the 3rd at around 3 pm, a collapse occurred during the dismantling of the roof umbrella-type truss at a project in Jinxiang County. The project was constructed by the Second Building Company of China Construction Seventh Bureau.
As of now, the accident has resulted in 6 deaths, 1 serious injury, and 1 minor injury.
In an article by online influencer “Qilu News,” it was mentioned that the frequent occurrence of collapse accidents during dismantling projects is a complex issue involving multiple factors. The article conducted an in-depth analysis:
1. Violations in contracting by the construction unit:
– Lack of construction qualifications: Many dismantling projects are undertaken by units lacking professional construction qualifications, leading to compromised construction quality and safety.
– Multiple subcontracting: Projects being subcontracted multiple times, ultimately ending up with individuals lacking qualifications and experience, thus increasing the risk of accidents.
2. Unauthorized commencement of work:
– Failure to complete construction procedures: Most dismantling projects do not adhere to legal construction procedures, making it difficult for supervisory authorities to effectively monitor.
3. Reckless construction by the contracting unit:
– Ignoring safety production input: Driven by profit, the construction unit neglects safety production input, fails to develop detailed dismantling plans, resulting in operational errors.
4. Weak safety awareness among personnel:
– Lack of training: Many construction workers are hired from the labor market as migrant workers, lacking necessary safety training and skills.
5. Lack of accountability, inadequate supervision:
– Inadequate supervision: Relevant departments fail to diligently fulfill safety management responsibilities, leading to a loss of control in supervising dismantling projects.
Preventive measures for collapse incidents during dismantling projects include:
– Implementation of a permit system for dismantling projects, requiring submission of detailed information such as building structure, current status, surrounding environment, construction team conditions, and construction plans.
– Dismantling projects should be undertaken by qualified teams without subcontracting. If there is a need to change construction teams, permits should be reissued.
– Prior to dismantling, construction personnel should thoroughly study construction plans and safety operating procedures and avoid risky operations.
– Dismantling construction should typically proceed in a symmetrical top-down manner and not skip layers for simultaneous dismantling. Precautions should be taken to prevent the collapse of undismantled parts, and if explosive methods are used, they should be designed to ensure absolute safety for surrounding buildings and personnel.
– Fencing should be placed around dismantling projects with dedicated personnel on guard, and red warning lights should be used at night. Materials and components from dismantling should not be thrown down recklessly.
– Generally, a topple-down method should not be used for dismantling buildings. If this method is used under special circumstances, it should comply with the relevant requirements of the “Technical Regulations for Safety of Construction Installation Works.”
