Recently, the Director of the Technology Department of the National Nanoscience Center of the Communist Party of China, and the Dean of the School of Materials Science and Engineering at Shanghai Jiao Tong University, 39-year-old Dai Qing, has been reported by name for allegedly deceiving more than 1 billion yuan, sparking attention on the internet. The whistleblower claimed that they had previously reported to the police, but the case was not filed. They reported to the relevant discipline inspection commission, but had not received a response.
On November 24, netizen Hao Min reported by name that Dai Qing and his wife, Zhai Wei, defrauded more than 20 people, totaling more than 1 billion yuan. Zhai Wei was criminally detained by the Shandong police on suspicion of fraud on August 20 this year. On the afternoon of August 21, Hao Min went to the Haidian Police Station in Beijing to report the case, but the police station refused to file a case citing it as a civil dispute.
Subsequently, Hao Min, along with other victims of the deception, went to Dai Qing’s house to negotiate for money, but Dai Qing reported them to the police for trespassing on private property and had them expelled.
On September 10, many victims of the deception submitted materials to the discipline inspection commission of the National Nanoscience Center of the Communist Party of China and the discipline inspection commission of Shanghai Jiao Tong University, accusing Dai Qing and Zhai Wei of defrauding more than 20 people, totaling over 1 billion yuan. So far, the relevant departments have not responded to this.
According to Hao Min, Dai Qing used his identity to establish over ten companies, and many people invested in them because they believed in his character and position. Dai Qing and his wife Zhai Wei operated companies with liquidity gaps, borrowing over 5 million yuan from Hao Min and transferring the borrowed funds one after another. To avoid legal sanctions, Zhai Wei transferred the company under her name to Dai Qing’s father and mother.
The loan contract presented by Hao Min shows the contract she signed with Zhai Wei. The information shows that Dai Qing is the Director of the Technology Department of the National Nanoscience Center.
According to public information, Dai Qing was born in 1985 and is a researcher, doctoral supervisor, member of the Academic Committee, and Director of the Technology Department of the National Nanoscience Center, as well as the Dean of the School of Materials Science and Engineering at Shanghai Jiao Tong University. Dai Qing’s main research focuses on the tuning of photonic properties of nanomaterials and device research.
In 2024, Dai Qing was appointed as a distinguished professor and doctoral supervisor at the School of Materials Science and Engineering at Shanghai Jiao Tong University, and the same year, he was appointed as the dean of the school.

The publicity department staff of Shanghai Jiao Tong University responded that the school will announce the investigation results in due course.
